Subject: Consideration of a Contract for Evaluation, Measurement, and
Verification (EM&V)
1. WHY THIS MATTER IS BEFORE THE BOARD
District Code requires all procurements in excess of $15,000 are to be approved by
the Board.
2. HISTORY
The District is required each year to report to the California Energy Commission (CEC)
on the energy savings achieved by its energy conservation programs. Starting in 2008,
the District has retained an Evaluation, Measurement and Verification (EM&V)
consultant to perform a 3rd party, objective evaluation of the current year programs.
The final EM&V report is the basis for our CEC reporting and provides valuable
feedback to Staff on the performance of our many programs.
The EM&V process also aids staff with optimizing program design and
implementation. The expertise of the EM&V consultant is a valuable asset in program
optimization by identifying new opportunities to maximize program return on
investment. For example, the EM&V results aided the District to develop a plan to
transition to LED bulbs from CFLs.
3. NEW INFORMATION
The District issued a Request for Proposal (RFP) for EM&V Services on April 11, 2017
and proposals were due May 15, 2017. The RFP was advertised in the Sierra Sun
and e-mailed to known interested vendors.
The RFP requested proposals to perform an impact evaluation of the District's energy
and water conservation programs, measurement and verification of program
implementation, provide recommendations for program improvement, and document
the evaluation findings. The budget for this work is $29,133.
The District received two proposals from Verified, Inc. (Verified) and ADM Associates,
Inc. (ADM). A selection committee was created consisting of two Administrative
Services Department staff and one General Management staff. The average score for
Verified was 92 and for ADM was 98. All representatives from the selection
committee ranked the ADM nronosal as the most advantaaeous to the District.
4. FISCAL IMPACT
The contract for the TDPUD 2017 Conservation Programs EM&V work is for $29,133
with a 10% change order authorization for a total contract amount not to exceed
$32,046 with an option to extend for two one-year terms based on mutual agreement.
Sufficient funds exist within the existing FY17 Conservation Department budget for

Authorize the General Manager to execute a contract with ADM Associates, Inc. for
EM&V services for the 2017 Conservation Programs for $29,133 with a 10% change
order authorization for a total contract amount not to exceed $32,046 with an option to
extend for two one-year terms based on mutual agreement.
