WHY THIS MATTER IS BEFORE THE BOARD District Code requires all expenditures in excess of $15,000 are to be approved by the Board. 2. HISTORY The District has been offering commercial refrigeration energy efficiency programs since 2009 to our business customers. The District has been successful in serving dozens of smaller businesses in Truckee and has reached saturation on these smaller projects. The District, in response, has focused on the remaining opportunities in our service territory which are Truckee's two large supermarkets (SaveMart and Safeway). The District completed the available cost-effective projects at SaveMart over the past few years. In 2016, the District entered into a contract with Ecology Action to begin implementing cost-effective energy efficiency projects at Safeway. This contract had two potential phases for conservation projects at Safeway. 3. NEW INFORMATION For Safeway, Ecology Action installed energy -efficient refrigeration controls and motors in 2016 as Phase I of the project. The District contributed $63,705.63 to the project in 2016. At year end, Phase I was evaluated by the District's Evaluation, Measurement and Verification Consultant. With a low cost of $0.03 per kWh to replace refrigeration motors in Phase I, District staff is recommending contributing to Phase II of the project. Phase II would retrofit LED refrigerated case lighting in Safeway. 4. FISCAL IMPACT The cost to the District for Phase II of the Safeway commercial refrigeration retrofit project is $62,394 with a 10% change order authorization for a total contract amount not to exceed $68,634. Sufficient funds exist in the approved FY17 Conservation Department budget for this project. 5. RECOMMENDATION Authorize the General Manager Safeway commercial refrigeration $62,394 with a 10% change orc exceed $68,634, Jeremy Popov Administrative Services Manager to execute a contract with Ecology Action for the retrofit project Phase II for an amount not to exceed er authorization for a total contract amount not to Michael D.
