1. WHY THIS MATTER IS BEFORE THE BOARD
This matter involves casting a ballot for a candidate to serve on the Nevada County
Local Agency Formation Commission (LAFCo) as an Alternate Special District
representative.
2. HISTORY
When a vacancy occurs in the position of a Special District Commisioner on LAFCo, it
has been the practice to begin the process of selecting a replacement by asking the
boards of the districts to nominate candidates. After the nomination process is
completed, the special districts are asked to cast ballots thus electing a person to fill
the vacancy.
The current position is held by Mr. Ed Beckenbach with North San Jaun Fire
Protection District. His term ends in May 2016. Earlier this year, LAFCo sent a letter to
all the special districts in the area, requesting nomination for a Special District
Alternative Commisioner. The Board was noticed and we did not have any interest to
nominate a member from the TDPUD Board.
3. NEW INFORMATION
Deborah Gilcrest, Clerk/Analyst of the Nevada County LAFCo informed the District of
the nominations received for the position of the Special District Alternative
Commissioner. The letter and candidate bios are included as Attachment 1.
There were two nominations:
• Ed Beckenbach, North San Jaun Fire Protection District (incumbent), and
0 Patricia Nelson, Nevada County Consolidated Fire District.
Timeline:
• Consider the two nominations for Special District Alernative Member for LAFCo
(tonight);
• Submit the ballot to LAFCo. The ballot must be received in the LAFCo office
no later than 5:00 p.m. on June 30, 2015 (Attachment 2); and
• Recieve the results of the election. Will be sent to each special district and
each nominee within a week.
4. FISCAL IMPACT
There is no fiscal impact associated with this item.
5. RECOMMENDATION
Authorize the Board President to mark the attached ballot and sign for the District, in
the manner directed by the Board for the election of a Special District Alternative
Commissioner of the Nevada County LAFCo.

Subject: Election of Regular Special District Member — Ballot Packet
Thank you for submitting your nominations for the open District seat on the
Nevada Local Agency Formation Commission. Enclosed is a ballot showing
the names of the two nominated candidates. Their statement/resume are also
enclosed. Both nominations were made by District resolution:

Patricia Nelson, Nevada County Consolidated Fire District
Please remember: The ballot cannot be photocopied --- only the original
ballot will be counted. Only the Chair of the District's Board of Directors or
an appointed substitute may complete and sign the ballot. (If a substitute is to
sign the ballot, a copy of the resolution appointing him or her must be
included with the returned ballot.) Lack of this person's original signature on
the ballot will invalidate that district's vote.
The ballot must be received in the LAFCo office no later than the date stated
on the ballot: Wednesday, May 31, 2017. Ballots received after 5:00 p.m8
on that date will be invalid and will not be counted. To assure the vote occurs
at your next regularly scheduled meeting, this information is also being sent
via email. However, please remember --- only the original ballot, signed and
returned by the deadline, will be counted.
Finally, the votes will be tallied by LAFCo staff, in the presence of a witness
not affiliated with LAFCo or any nominee, within seven (7) days. Any person
who wishes to witness the tally should call the LAFCo office to learn the date,
time and place of the tally. Results of the election will be sent to each special
district and each nominee.

Heilo again, In 2009 I asked you to vote for me to become the Alternate Special District
Commissioner on the Nevada County LAFCo. You were kind enough to do so, and I am grateful.
,4t that time I detailed my career as Manager of`NASA's Medical Research Program at the Jet
Propulsion Laboratory in Pasadena; While 1 am proud of contributions we made to the US space
program, and applications of technologies from the space biz to downAo-Earth medical
problems we developed, with the passage of time that life has receded in relevance. It has been
argely replaced by constantly growing appreciation for our wonderful County; its people, its
institutions, and the quality of life It represents.
I believe lhave-made meaningful contributions to that quality of life. I continue toserue on the
Board of Directors of the North San Juan Fire Protection District, served for a few years on. the
Board of the Sierra Family Medical'` Clinic, and, of course, have served since 2009:on LAFCo. I
also have met many folks involved in Special Districts other than Fire Districts; and can,assure
you that I take seriously the obligation that 1 have to represent all Nevada County Special
Districts, with their diverse areas, of activity.

PG&E Senior Environmental Engineer responsible for managing land and facilities improvement projects and contracts valued

Utilities Commission) for the six State Superfund cleanups that obtained closure certificates from the State within 10 years.
Contract Management/Internal and External Team Coordination
Developed technical scopes of work and requests for proposals associated with PG&E contracting environmental surveys and related
documents, in accordance with regulatory agency requirements. Project spokesperson that developed and maintained working
relationships between internal departments, agency staff, California Public Utilities Commission, community members, contractor
and consultants.
Supervision and Coaching
Hired and mentored staff for the HDR Engineering, Inc. Hydropower Services Department Environmental Services Group to use and
maintain project management tools and manage technical natural resource studies (e.g., Preliminary Application Documents,
Applications for New License) under the PG&E Environmental Licensing and Permitting Master Services .Agreement.
QA/QC Document Review
Performed QA/QC review on environmental and construction permitting documents developed to obtain 32 resource agency permits
in accordance with CWA Sections 401 and 404, CEQA, California Fish and Game Code, and completed ESA Section 7 and NHPA
Section 106 and SHPO Consultations to avoid liquidated damages construction contract clauses for construction of PG&E's Pit 31 45
5 hydroelectric project (FERC License No. 233) In -stream Flow Release Improvements.

Environmental Services Manager providing environmental permitting and compliance support to Ausenco, Teichert Materials, Sapper
West and D.K. Barber PE and Associates. For Ausenco, developed the Preliminary Construction Environmental Management Plan
for the Rosemont Copper Mine Project proposed near Tucson, AZ, For Teichert Materials, led development of a Pre -Draft Prospectus
Mitigation Bank Strategy for a mine reclamation site located in the Yuba Goldfields in the Lower Yuba River for consideration of the
Interagency Review Team. Key aspects of the strategy included a review of regulatory requirements for active mine and reclamation
sites with potential for regional aquatic and terrestrial habitat uplifts. For Sapper West, DK Barber, PE and Associates prepared
compliance evaluation and SWPPP reports, respectively, for the California Department of Parks and Recreation and a variety of
construction materials plants in northern CA.

Subject: Extension of Ballot Deadline: Election of Alternate Special
District Member
Ballots for the election of Alternate Special District Member were mailed out
at the beginning of May; and the original deadline was May 31, 2017.
It has come to our attention that we failed to provide adequate time for
districts to place this important item on their board meeting agendas before the
deadline. Consequently, we are extending the deadline to the end of June.
Please submit your ballot before 5:00 p.m., Friday, June 30, 2017 to:

Department staff member), LAFCo staff will notify all Districts of the election
