WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for purchases in excess of $15,000 and only the Board can declare vehicles surplus. 2. HISTORY In 2008, the District established the Electric and Water Vehicle Reserve Funds to provide a source of funds for periodic vehicle replacement. Funds are added each year by both the Water and Electric Departments as described in the adopted budget. 3. NEW INFORMATION Three existing Water Department vehicles, and three Electric Department vehicles, have reached the end of their useful life, due to age and high mileage, and are in need of replacement. These vehicles inlclude unit numbers 303, 304, 305 for the water utiltiy, and unit numbers 202, 203, and 211 for the electric uty. Specifications were prepared and a request for bids was advertised for four 1/2 ton and one 3/4 ton pickup trucks. A bid opening was held on May 24, 2017. Two bids were received, one from Winner Chevrolet of Colfax, CA and one from Champion Chevrolet of Reno, NV. Both bids were were found to be responsive. Champion Chevrolet submitted the lowest bid price at $139,451.25 plus tax, and Winner Chevrolet price was $162,670.00 plus tax. Unit 211, a 1999 bucket truck, has reached the end of it's useful life, due to age and high mileage. Staff utilized the services of the National Joint Powers Alliance (NJPA), a national purchasing alliance that brings the benefit of volume pricing to it's members. The NJPA solicited purchase pricing of the vehicle through a competitive bid process. All six vehicles being replace will be surplused and sent to public auction, with proceeds being deposited into the respective Water and Electric Vehicle Reserve Funds, 4. FISCAL IMPACT Sufficient funds exist within the Electric and Water Vehicle Reserve Funds for the replacement of these vehicles. Recvovery of some of of the initial investment will be made through the sale of the surplus vehicles at public auction. 5. RECOMMENDATION 1) Award the purchase of four 1/2 ton and one 3/4 ton pickup trucks to Champion Chevrolet of Reno, Nevada for the amount of $139,451.25 with a 10% change order authorization, not to exceed $153,396, plus applicable tax. 2) Award the purchase of one Altec Model AN55E Bucket Truck to Altec Industries, Inc. for the amount of $282,511 with a 10% change order authorization, not to exceed $310,762, plus aplicable tax. 3) Declare Units 202, 203, and 211 surplus and apply the sales proceeds to the Electric Vehicle Reserve Fund. 4) Declare Units 303, 304, and 305 surplus and apply the sales proceeds to the Water Vehicle Reserve Fund.
