July 19, 2017 Subject: Review of the District's Progress in Pursuing Reimbursement of Funds from the January and February 2017 Storms 1. WHY THIS MATTER IS BEFORE THE BOARD This is an informational item regarding the District's progress in pursuing reimbursement of expenses incurred due to the extreme winter storms in January and February 2017, 2. HISTORY The President and the Governor's office declared state of emergencies for the extreme winter storms that occured in January and February of 2017. This action secured funding to help communities respond to and recover from the severe winter storms. On March 1, 2017, staff presented a workshop item to review the excess expenditures due to the storms. The accumulated expenses incurred during the January storms were just under $800,000. The preliminary additional expenses incurred during the February storms were estimated to be just under $400,000 for a total excess expense of $1.2 million for the Electric and Water Utilities combined. 3. NEW INFORMATION Staff submitted applications to the State of California Office of Emergency Services (CaIOES) which also coordinates with the Federal Emergency Management Agency (FEMA). The District had an intial meeting with a representative from FEMA and CalOES on May 25, 2017 to review the applications. From that meeting the District has 60 days to submit supporting documentation for the expenses requested to be reimbursed. Staff is nearly complete with the process and has finalized four seperate project worksheets of qualifed reimbursable expenses. Additionally staff has submitted a project worksheet for work still to be completed for the Truckee Substation failed transformer replacement, which is a coordinated reimbursement with an active insurance claim. The total current qualifed expenses for reimbursement on completed work are as follows (which does not include the still to be completed Truckee Substation Transformer project): FEMA and OES aualifed expenses for reimbursement of Comoleted work: Electric Utility - January Storms - restoring services to customers $874,128 Water Utility - January Storms - maintaining services to customers 56,972 Electric Utility - February Storms - restoring services to customers 286,948 Water Utility - January Storms - maintaining services to customers 16,839 Subtotal of qualifed expenses for reimbursement $1,234,887 4. FISCAL IMPACT These projects have been submitted, and FEMA and CaIOES are conducting the first level of their review process. No funding has been guaranteed at this time; however, if successful FEMA's reimbursement rate is 75% and CalOES is an additional 18.75%. Any funds received would partially replenish the Electric and Water Utility General Funds. 5. RECOMMENDATION Receive this report and provide input to staff.
