WHY THIS MATTER IS BEFORE THE BOARD District Code requires all expenditures in excess of $15,000 are to be submitted to the Board for approval. 2. HISTORY The Board approves the Conservation Department's budget every year. Over the years; the District has undertaken energy efficiency and water conservation projects in conjunction with local organizations and businesses. These have included the numerous projects through the Conservation Department's rebate programs and special projects throughout the community. These special projects have included the Truckee Donner Recreation and Parks District Aquatic Center interior and exterior LED lighting and controls, the ground source heat pump at the Kids Zone, energy/water retrofits at the Truckee Senior Center, and the Trout Creek Pocket Park solar security lights and drought resistant landscape. Often these projects have demonstrated new technology or a new application for existing technologies while contributing to the energy efficiency portfolio and water conservation efforts. In other cases they have served those in need. In all cases, they have benefited the community as a whole and helped advance the interests of the District and our rate payers. 3. NEW INFORMATION District staff has been presented with several opportunities for conservation projects in 2017 where the District contribution is anticipated to exceed $15,000 requiring Board approval. These projects are being run by local sister agencies. The projects deliver energy and water conservation and the District will be recognized publicly for our support. The projects include. • Tahoe Truckee Unified School District (TTUSD) has several energy efficiency projects planned for 2017. These projects will be partially funded by California Proposition 39 funds. With the Prop 39 funds alone, the project scopes are limited, but by leveraging TDPUD rebate incentives the scope of these projects can be expanded. These projects include interior and exterior lighting upgrades anu controls; • Truckee Tahoe Airport District (TTAD) has an exterior lighting energy efficiency project planned for 2017. This project will include photocells, dimmable sensors, and low lighting modes for hanger and property lighting leveraging by TDPUD rebate incentives; and • The Truckee Donner Senior Apartments were constructed in 1980 and consist of 60 affordable housing units. The Truckee Pines Apartments were constructed in 1995 and consist of 104 units. An audit of both these affordable housing apartment complexes show that many apartments have 18 year old refrigerators and several have the original electric water heaters. District staff is in discussions with the facility management to upgrade these outdated appliances under the District's low-income program over the course of 2017 and 2018. Upgrading the refrigerators will reduce the associated energy use by approximately 50% and the overall project is cost-effective and will improve the quality of life of the tenants. Summary of conservation rebates: FY17 Rebate TTUSD $ 90,000 TTAD $ 32,575 Senior Center & Truckee Pines $ 40,000 FY18 Rebate Senior Center & Truckee Pines $ 40,000 Utilization of these funds is within plan and does not negatively impact other conservation rebates or programs. 4. FISCAL IMPACT Sufficient funds exist within the projects. If approved by the Board, for the remaining Truckee Donner rebates. approved FY17 budget for these conservation sufficent funds will be included in the FY18 budget Senior Apartments and Truckee Pines Apartments 5. RECOMMENDATION Approve the TTUSD, TTAD, Truckee Donner Senior Apartments, and Truckee Pines Apartments special conservation rebates for a total amount not to exceed $202,575 and authorize the General Manager to execute the payments.
