Subject: Appointment of a National Rural Electric Cooperative Association
(NRECA) Delegate and Alternate Delegate, and Consideration of
District Support for Fred Nelson's Campaign as the California
Director for NRECA
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board appoints delegates to participate in regional meetings and commisions,
voting on items of interest to the District.
2. HISTORY
The NRECA is a national association which represents more than 900 consumer
owned, non profit, public power, and public utility Districts within the United States.
The NRECA provides services in:
• Employee benefit plans (our current provider)
• Communication, advocacy and public relations initiatives
• FERC relations activities
• National and regional conferences
• Provides a wide range of research and education useful to the District,
including enviromental and engineering issues
• Champions of public power
Michael Holley, as General Manager has served as the voting delegate for NRECA.
3. NEW INFORMATION
Fred Nelson, Vice President of Plumas Sierra Rural Electric Co -Op (Plumas Sierra)
has a desire to be the elected California Director. This voting position represents the
State of California on the NRECA Board. As such, he is solicitating the TDPUD's
support and subsequent vote on that matter.
The voting arena for the California Director will be held on October 11th in Sparks
Nevada.
Plumas Sierra and the District have always benefited from our close working
relationship. We are both members of NCPA, NRECA, and UAMPS and our missions
are closely aligned.
4. FISCAL IMPACT
There is no fiscal impact associated with this item.
5. RECOMMENDATION
1) Re -affirm Michael Holley's appointment as the
Hollabaugh as the Alternate Delegate;
2) Provide direction on the upcoming NRECA election

Subject: Application for consideration as California's Representative to the NRECA Board of
Directors
Dear Mr. Holley:
I am hereby applying for consideration as California's representative to the NRECA Board of
Directors. The following is a summary of my qualifications.
I have been a director of Plumas-Sierra Rural Electric Cooperative for 3 1/2 years, currently
serving as the Vice President of the Board. I am BLC certified through the NRECA training
program and am one course away from Gold Certification.
I have been very active in both the NRECA Legislative Conference and in Golden State's
Sacramento efforts since I became a director on the PSREC board, subsequent to my
retirement. I have also been active in Northern California Power Agency's meetings and
programs, and am quite familiar with the issues facing our cooperatives on the state and federal
levels.
My working career involved 10 years on active duty with the U.S. Navy (retiring as a Captain in
the Naval Reserve), and 30 years with Chevron. During my Chevron career, my jobs were split
between project work and operations with 20 of those 30 years spent overseas. My last two jobs
were as the Chairman and Managing Director of Chevron's Mid -Africa Business unit and the
President of Chevron Mining.
I believe the following are pertinent experiences for the NRECA board.
- I have experience running complex organizations
During my 4-year assignment in Indonesia, our power company had generation assets and
distributed power to an average load of 380 Megawatts. That company reported to me. Thus I
have power experience outside of our co-op.
My 20 years of experience in international business should be beneficial to NRECA's
international endeavors.
During my tenure as President of Chevron Mining, I was a Director of the National Mining
Association, Thus, I have experience advocating for an industry on a national level.
In summary, I believe I am a good candidate for the California director position. My application
is strongly supported by my board.
If selected, I will work strongly to ensure the voice of California is heard on the national level,
and I promise to support you as we all work to improve the benefits to our members.
