WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. 2. HISTORY The District is implementing the Electric AMI technology. After completion of phase one of the AMI project, the AMI data will be integrated with NISC cloud -based MDM application. One of the main advantages of the MDM application, is it will allow District engineers to perform electrical load analysis on feeders and transformers. In order to perform electrical modeling, it is required to integrate the GIS electric network model with the NISC MDM. The NISC MDM software requires that this integration be in a very specific format developed by the MilSoft corporation in partnership with NISC. 3. NEW INFORMATION An "off the shelf' integration tool to move District GIS data to the NISC MDM does not exist. The District must contract with the MilSoft corporation to develop this integration tool. The tool will be specific to the District's GIS model and NISC software requirements. Once developed, the integration tool can be the GIS data to a format compatible with District engineers to perform sophisticated with the most current GIS data. used periodically or on demand to convert he NISC MDM software. This will allow electrical load and transformer analyses Due to the compatibility with this software, and the fact that only one company makes the software for integration; a sole source justification is required (Attachment 1) MilSoft's price for professional services to develop this integration tool for the District is $35,000. 4. FISCAL IMPACT The price quotation from MilSoft is $35,000, not including sales tax. The planned funding source for this equipment is the Electric Department General Fund. 5. RECOMMENDATION Authorize the General Manager to execute a professional services agreement with MilSoft for customized migration software in an amount of $35,000 plus a 10% change order allowance, for an amount not to exceed 38,500.00 plus sales tax.
