Kathleen Neus Date: March 07, 2018 Subject: Consideration to award the contract to REM Construction 11 Incorporated for the District Administration Building Improvement Project. 1. WHY THIS MATTER IS BEFORE THE BOARD Board action is required for expenditures in excess of $15,000, 2. HISTORY District staff has been contemplating a remodel of the District office and customer areas since the Enovity Efficiency Report of 2010. The District's current building was designed and built in the late 1980's with staff occupying the building 1987. The building basically remains unchanged except for the occasion coat of fresh paint. Due to new technologies, staffs interactions with customers has changed. Staffs contact with customers has lessened, yet the District wants to maintain aone-on-one contact with its rate payers. Not only will the new design be more reflective of staffs needs, the project is also bringing bathrooms up to current American with Disability Act (ADA) standards. Additionally, the project addresses safety and security measures that are intended to ensure the safety of both staff and customers. March 2016, the District released a Request for Proposal (RFP) for design services for the project and at the May 4, 2016 regularly scheduled Board meeting, the Board awarded the contract to Fringe Studio of Dutch Flat, California. 3. NEW INFORMATION District staff has worked closely with Fringe Studio to come up with a design that addresses the needs of staff and customers. In October of 2017, Fringe Studio submitted all specifications and drawings to the Town of Truckee for a building permit. The Town had minimal questions that will be addressed during January 3, 20186 construction and a building permit for the project was granted on On January 31, 2018 the District posted the bid request for the District's Administrative Building Improvement Project in 16 plan rooms and advertised for the bids in the Sierra Sun. A mandatory walk through was held on February 6, 2018 with six contractors in attendance. The bid opening was held at 2:OOpm on February 27, 2018. The District received three bids for the project. FISCAL IMPACT The bid price from REM Construction Inc. is $998,826, Sufficient funds exist within the Electric General fund for this project. 5. RECOMMENDATION Authorize the General Manager to execute the contract for the District Administration Building Improvement Project to REM Construction Inc. in the amount of $998,826 plus a 10% change order allowance for an amount not to exceed $1,098,7080600 Michael D.
