WHY THIS MATTER IS BEFORE THE BOARD Board action is required for expenditures in excess of $15,000, 2. HISTORY The Board approved ESRI as the District's base GIS Software provider in 2000, with vendor selection in accordance with Resolution No. 9603 (WHEREAS, the District finds that the computer, hardware, software and support services more nearly resembles a special service, for which no competitive bidding is required...). The District has continued utilizing the enterprise suite of software to where annual maintenance fees have exceeded $15,000. At multiple times during this period, ESRI has been presented to the Board as a "sole source" vendor. This continues to be true today. It is foreseen that these software maintenance fees with ESRI, which include service support, version upgrades, training, and conference registrations, will continue to be above $15,000 in FY18 and and all future years. Below is a chronology of our business activities with ESRI over the last 18 years. 3. NEW INFORMATION ESRI has approached the District with the option of extending our licenses with a three (3) year maintenance contract for $27,250 per year. The FY18 amount was approved by the Board in the Annual Proccurements in December of 2017, however, the three year contract and amount was not included. The increase of costs from $25,000 to $27,250 in this contract is due to the additon of the Data Interoperability Extension that is required for AMI integration into the GIS environment. The three year contract period is 2/25/2018 through 2/25/2021, for a total cost of $81,750 ($27,250 per year) plus taxes. This contract covers all ESRI GIS software used by the District. 4. FISCAL IMPACT Sufficient funds exist within the approved FY18 Electric General Fund. 5. RECOMMENDATION Authorize the General Manager to execute the ESRI maitenance contract for three years in an amount not to exceed $81,750 plus sales tax. y Stephen Hollabaugh Michael D.
