WHY THIS MATTER IS BEFORE THE BOARD The Board approves the safety incentive program. 2. HISTORY The District's workers' compensation insurance modifier (X-MOD) steadily decreased from 2010 to 2014. From 2014 to 2016 it increased, and decreased again in 2017. Lost -time accidents contributes significantly to the X-MOD factor and the District's cost of doing business. To promote a safe workplace, the Board has awarded a safety incentive to employees in 2011, 2012 and 2013 in the amounts of $125, $200 and $250, respectively. From 2014 to 2017, the District rewarded those employees who did not have lost -time accidents an incentive in the amount of $250 each year. 3. NEW INFORMATION The District's commitment to safety is dependent upon the safety culture among the employees. Regular trainings, meetings and review of incidents is part of the program to keep safe work practices a priority during the work day. In 2016 and 2017 the Electric department had one lost -time accident per year. The Water department has not had alost-time accident since 2008 and Administration and Support Services departments incurred one lost -time accident each since 2014. The District's goal and incentive program of no lost -time injuries has been effective for many years. Five lost -time accidents since 2008 has been remarkable. Rewarding safe behavior and practices is an effective way of promoting and maintaining our successful safety culture. The District is proposing to continue with the goal of no lost -time injuries or accidents and reward employees for reaching this goal. With the help of the District's safety committee, the District is proposing that each employee that reaches this goal receive 3 $300 incentive for FY 2018. The union has also committed to support this program to reward employees for no lost -time injuries or accidents. 4. FISCAL IMPACT Cost of the 2018 safety incentive program will be $211000. 5. RECOMMENDATION Approve a safety incentive of $300 to each District employee provided he or she incurs no lost -time accidents occur through December 31, 2018.
