Subject: Consideration to Approve a Contract with BWD General
Engineering Contractors for the Meter Box Retrofit Project
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000,
2. HISTORY
AB 2572 was enacted in 2004. It requires the District to install water meters on all
water system customers before January 1, 2025. In 2008, the Water Department
implemented its automated meter reading (AMR) system. At that time, the District
retained Measurement Control Systems (MCS) to install the AMR system.
The scope of work for MCS involved replacement of all water meters 2-inch and
smaller and retrofit of meters 34ch and larger. The MCS contract also included
installation of meters on those customers that did not have a meter at that time. The
MCS scope covered all installations that could be accomplished with hand tools.
There were a number of installations where MCS was not able to install a water meter.
These installations covered a number of issues such as:
Meter box was buried and/or could not be located
Meter box was paved over or located under a deck, large rocks, tree, fence or
similar obstruction
No meter box, only a curb stop
Meter box was too small, too deep or damaged
Excessive groundwater
Broken/inoperable valves
There were 1,637 locations were MCS was unable to install a water meter. Beginning
in 2011, the District began upgrading and/or installing water meter boxes to allow for
the installation of meters on these customers. For the past seven years, a District
crew has been performing this upgrade work.

3. NEW INFORMATION
Due to other internal priorities, the Water Department cannot dedicate field staff to
perform meter box retrofit work during the Summer of 2018. Therefore, it was decided
to retain an outside contractor to continue with this work.
The Water Meter Box Retrofit - 2018 contract involves the retrofit of meter boxes and
installation of water meters for all of the remaining customers in the Donner Lake and
Tahoe Donner areas. It is expected that Armstrong, Downtown and a portion of the
Gateway area will be addressed in 2019. The remaining portion of the Gateway area
will be addressed through two pipeline replacement projects that are planned for
construction within the next three to five years.
The bid opening was held at 10:00 AM on March 27, 2018. One bid was received.

4. FISCAL IMPACT
The bid price from BWD is $326,450. The funding source for this work is the Reserve
for Future Meters Fund. The current balance of this fund is about $509,000. It is
recommended that a 10 percent change order allowance be established.
5. RECOMMENDATION
Authorize the General Manager to enter into a contract with BWD General Engineering
Contractors for the Water Meter Box Retrofit - 2018 project to in an amount of
$326,450, plus a ten percent change order allowance of $32,650, for a total authorzation
not to exceed $359,100.
