SUBJECT: Consideration of Awarding a Professional Services Contract
for Executive Recruitment to Alliance Resource Consulting,
LLC

RECOMMENDATION:
Authorize the General Manager to execute a professional services contract for executive
recruitment services with Alliance Resource Consulting, LLC in the amount of $25,000,
plus a 10% change order authorization, for a total not to exceed the amount of $27,500.
DISCUSSION:
The District currently has an Electric Engineering Manager position open for recruitment
and placement. This position is essential to the delivery of the District's mission and vision
as presented in the District's recently adopted Strategic Plan.
On July 12, 2021 the District advertised a request for proposals (RFP) for executive search
firm services for the recruitment and placement of the Water Utility Director and IT Director.
On August 2, 2021, the District received three proposals from the firms outlined below.

An internal committee reviewed each of the proposals received based upon the following
criteria:

• Experience of the firm and key personnel
• Proposed timeline and schedule
• References
• Cost
Following a review of each of the proposals, staff determined Alliance Resource
Consulting, LLC would be the most beneficial for the District.
Alliance Resource Consulting's proposal included the services of a consulting team with
nearly 30 years of executive recruiting experience, extensive experience in recruiting
executives for government agencies, special districts and public utilities, a proactive
recruiting strategy, 14 week project timeline for both recruitments and an impressive
portfolio of references and successful recruitments.
At the August 18, 2021 meeting, the Board authorized the General Manager to execute a
professional services contract with Alliance Resource Consulting, LLC in the amount of
$58,000. Alliance Resource Consulting began the recruitment process for each of these
positions in September, provided initial application reviews, facilitated preliminary
candidate interviews, and is currently working with the staff to negotiate final employment
offers to the final preferred candidates.
Concurrent with this executive recruitment process, the District has been advertising the
open Electric Engineering Manager position in industry job/employment posting outlets.
These postings have resulted in limited response due in large part to the limited exposure
offered by these postings, the current competitive employment market for electrical
engineering candidates as well as the coincidental timing of similar opportunities with
public power utilities in the western states.
Staff has made the determination that a more comprehensive and public recruitment for
the Engineering Manager Position will provide significantly increased exposure. Due to the
time commitments required for regional recruitments at this level, staff is recommending
the District utilize professional recruiting services.
Alliance Resource Consulting, LLC has provided a proposal for the recruitment of the
Electric Engineering Manager position in addition to the two positions (Water Utility Director
and IT Director) for which the recruitments are nearly completed. The cost proposal for the
additional position is $25,000. It should be noted that the additional recruitment was
proposed at a reduced cost due to Alliance Resource Consulting's front end work having
already been completed, such as development of recruiting materials related to the
characteristics and culture of the TDPUD team, and benefits of employment offered by the
District and the Truckee area. The recruitment would be facilitated by the same project
manager as the previous two positions, who has already established an effective and
efficient professional relationship with staff as well as a familiarity with the District's
operations.

FISCAL IMPACT:
The recommended professional services agreement includes a cost proposal of $25,000.
Staff is recommending a 10% change order authorization be included, for a total not to
exceed amount of $27,500.
This recruitment cost was not included in the FY2022 Electric Utility operating budget,
however sufficient funds exist for this procurement. It should be noted that due to the
vacancy and temporary redistribution of responsibilities associated with the position, the
Electric Utility operating expenses have experienced a net savings to 2021 budget to
sufficiently offset the cost of this recruitment.
