Kuhlemier, CMC, District Clerk SUBJECT: Designation of District Labor Negotiators for Negotiations with Un-Represented Employees APPROVED BY RECOMMENDATION: Brian C. Wright, General Manager The Board designate Brian C. Wright, General Manager, Michael Salmon, Chief Financial Officer, and Roe Vernon, SCADA Engineer as district labor negotiators for negotiations with the un-represented exempt employee group. DISCUSSION: While the District's employees are charged with a wide range of responsibilities associated with the administration, operations, and management of a public water and electric utility, personnel fall within two general categories in terms of the negotiation of salary and benefits. The majority of the operations, maintenance and administrative staff (non-exempt employees) are collectively represented by the bargaining unit of the International Brotherhood of Electrical Workers (IBEW) Local 1245. The District and IBEW 1245 have maintained a Memorandum of Understanding (MOU) since May 1, 1967. The technical, engineering and management staff are not affiliated with a collective bargaining unit and historically have been represented by the General Manager for the purposes of negotiating salaries and benefits with the Board. In 2019, the un-represented group selected Joe Horvath and Brian Wright to negotiate an agreement with the Board. In the winter of 2019-20 the Board of Directors and unrepresented employees agreed to an updated salary and benefits package for FY2020-21. In addition to the salary and benefits package, the Board of Directors and unrepresented staff agreed to revisit negotiations for Page 1 of 2 FY2022 and beyond based upon a review of an updated compensation study as well as current financial and economic data. In series of staff meetings, the unrepresented employees have requested Brian Wright, Michael Salmon, and Roe Vernon be designated as negotiators on their behalf with the Board of Directors. Manage the District in an effective, efficient and fiscally responsible manner. Goals: 1. Manage for Financial Stability and Resiliency. 5.
