HomeMy WebLinkAbout10 Reject Bids for 2018 Paving Project10 CONSENT To: Board of Directors From: Brian Wright Date: May 16, 2018 Subject: Consideration to Reject All Bids for the 2018 AC Street Paving Repair Project 1. WHY THIS MATTER IS BEFORE THE BOARD Board authorization is required for procurements in excess of $15,000. 2. HISTORY Each year the District requires the professional paving repair and maintenance services of a licensed contractor to repair the 50-100 street excavations conducted by water utility crews each year during the repair and replacement of underground water utility infrastructure. In November 2017 the District publicly advertised a request for bids for the 2018 Paving Maintenance project which included both AC street repairs and replacement of driveways located at District owned facilities. The District received one bid, and upon review, staff determined the strict performance requirements within the project specifications may have limited the competitive response, and may have contributed to a significant increase in per unit costs. At the February 7, 2018 Board meeting, the Board rejected all bids received. 3. NEW INFORMATION On April 18, 2018 the District publicly advertised a request for bids for the AC Street Paving Repair 2018 project, with a revised specification and scope of work. The revised project scope of work is exclusively asphalt street repairs and the specifications allow for greater tolerances in contractor response and mobilization times. On May 8, 2018 a bid opening was held at which point the District received 2 bids. A breakdown of the received bids has been provided below: Contractor Location Total Bid Price Moon Rocks Construction Truckee, CA $ 184,700.00 West Coast Paving Reno, NV $ 222,500.00 Following the bid opening, staff reviewed all received bids for compliance with District standards and specifications. During the bid review process, it was determined the apparent low bidder, Moon Rocks Construction, was not registered with the California Department of Industrial Relations to bid on public works nroiects. as reauired by law. Staff will recommend that the Board disqualify Moon Rocks Construction as a non - responsible bidder. The next apparent low bidder, West Coast Paving, has submitted a bid with a total bid price significantly higher than the District's budgetary estimates, and staff has determined it to be not in the best interest or benefit of the District. 4. FISCAL IMPACT There is no direct fiscal impact associated with this item. 5. RECOMMENDATION 1.) Disqualify Moon Rocks Construction as a non -responsible bidder, for not meeting the requirements of a qualified bidder at the time of the District's public bid opening; and 2.) Reject all bids received for the AC Street Paving Repair 2018 Michael D. Holley General Manager / Water Utility Manager
