Subject: Consideration of the Purchase of a Test Server Environment
License for the Electric SCADA System
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required for procurements in excess of $15,000.

2. HISTORY
The Electric Department's Supervisory, Control, and Data Acquisition (SCADA)
system was originally installed in 1996. In 2006, the District replaced the SCADA
master station hardware and software due to age and obsolescence of the original
components. This system was further upgraded in 2013 for the purpose of optimizing
operations, improving reliability, and reducing maintenance costs. The District's
current electric SCADA system provider is Survalent Systems, Inc. (Survalent).
3. NEW INFORMATION
As of 2017, Survalent significantly changed their software package which requires
extensive changes to the District's user interface. Staff proposes to purchase a test
server license to support making and verifying updates in a test environment while
isolating these changes from the production SCADA system.
Due to the highly specialized software and services required for the electric SCADA
system, and the need for the test environment to be compatible and interact with the
existing hardware and software, staff recommends that competitive bidding be
dispensed with in accordance with District Resolution No. 9606 (Attachment 1). Staff
has negotiated with Survalent, and the cost for the required license is $30,999.
4. FISCAL IMPACT
Sufficient funds exsist in the Electric Utility's approved FY18 capital budget for this
procurement. Funds for this procurement will be from the Electric General Fund.
5. RECOMMENDATION
Authorize the General Manager to execute a contract with Survalent for the purchase
of a test server environment license for the electric SCADA System, in the amount of
$30,999 plus a 10% change order authorization, for a total amount not to exceed
$34,1000

RESOLUTION NO. 9606
OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
DIRECTING THAT COMPETITIVE BIDDING BE DISPENSED WITH IN CONNECTION
WITH THE DISTRICT'S PURCHASE OF A SUPERVISORY CONTROL AND DATA
ACQUISITION (SCADA) SYSTEM FOR ITS ELECTRICAL SYSTEM AND
CONTRACTING FOR RELATED SERVICES
WHEREAS, the acquisition of a SCADA system for the electric facilities is necessary to enable
the monitoring of the District's electric power supply and requirements, and coordination of the
cost effective purchase of power to meet those supply needs; and
WHEREAS, the SCADA system entails a considerable capital expenditure as well as risk of
becoming obsolete or incompatible with technological advances; and
WHEREAS, the SCADA system must meet the reliability criteria and open system design concept,
but also must demonstrate a long term value to the District in terms of functionality, performance,
and expendability; and
WHEREAS, to minimize the risk of acquiring a SCADA system that will become obsolete or
incompatible with existing and future District technology, the SCADA system shall be configured
Jo provide a fully open system architecture, which shall allow future expansions, upgrades, and
additions of new applications supplied by multi -vendors, with minimal changes; and
WHEREAS, a SCADA system provider must furnish both equipment and services, as discussed
below, to the District; and
WHEREAS, the SCADA system providermustbe able to furnish the design, manufacture, testing,
delivery, installation, documentation, operator training, spare parts as may be required, and other
services necessary for the SCADA system to be installed in a "turnkey" manner and operate
reliably; and
WHEREAS, to meet the District's needs, the SCADA system must be compatible to link
databases and exchange data with other systems, including the District's computer network, its
31S mapping software, and NCPA network; and
WHEREAS, the District will have an ongoing service relationship with the provider of the SCADA
system, in that the provider will have a direct link to the District's system for monitoring, the
provider will supply technical support, training and maintenance services; and
WHEREAS, the following factors are relevant to the decision to award this project: initial cost and
escalation or de-escalation costs, delivery schedule, conditions of warranty, completeness and
organization of proposal, proposer's experience in providing SCADA systems of similar size and
capabilities, successful positive check of proposer's references, ability of the proposed system
to meet the District's specifications, any exceptions taken to the specifications, ability of the
proposed system to be expanded in the future (both hardware and functionality), ability of the
i proposed system to interface with other automation devices; other proposals of similar experience
by the Proposer for improving the operation and maintenance of the installed system; and
WHEREAS, various California court decisions, including Graydon v. Pasadena Development
A enc , 104 Cal.App.3d 631 (1980), hold that if the subject of a contract is such that competitive
proposals would be unavailing or would not produce an advantage and the advertisement for
competitive bids would thus be undesirable or impractical, a public agency may dispense with
competitive bidding; and
WHEREAS, due to the facts set forth above, compeve bidding would be unavailing and would
not produce an advantage to the District, and the advertising for competitive bids would not
produce an advantage to the District and would be undesirable; and
WHEREAS, the District has determined that due to the numerous important factors in the
acquisition of the SCADA system, it is in the District's best interest to solicit Requests for
Proposals to bid on this project and evaluate the proposals in light of the factors outlined above,
including price, but without price being the controlling factor; and
WHEREAS Public Utilities Code Section 20206,4 generally requires that the District seek
competitive bids in connection with the purchase of goods; and
NOW, THEREFORE, BE IT RESOLVED that fhe Board of Directors adopts the above recitals as
its findings; and
BE IT FURTHER RESOLVED by the Board of Directors that for the reasons set forth above, the
District finds that competitive bidding for the SCADA system would be unavailing and would not
produce an advantage to the District and the advertisement for competitive bids would not
produce an advantage to the District and would be undesirable.
BE IT FURTHER RESOLVED that the District shall therefore dispense with competitive bidding
for the acquisition of the SCADA system and related services, as outlined above, and the District
staff is authorized to purchase the SCADA system and related services, as outlined above, after
negotiation with the top Proposers.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held with the
District on the seventh day of February 1996 by the following roll call vote:
