Subject: Consideration of Conservation Rebates and New Projects
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required for expenditures in excess of $15,000.
2. HISTORY

The District works to incentivize energy efficiency and water conservation projects in
conjunction with local organizations and businesses. Often these projects have
demonstrated new technology or a new application for existing technologies while
contributing to the energy efficiency portfolio and water conservation efforts. In other
cases they have served those in need. In all cases, these projects benefit the
community as a whole and advance the interests of the District and its rate payers.
3. NEW INFORMATION
The District offers rebates for Conservation projects which in the past have included;
interior and exterior LED lighting and controls for both the Truckee Donner Recreation
and Parks District and the Tahoe Truckee Unified School District (TTUSD), exterior
lighting for the Truckee Tahoe Airport District, the ground source heat pump at the
Kids Zone, and energy/water retrofits at the Truckee Senior Center.
District staff is evaluating potential customer conservation projects for FY18 and FY19
which exceed $15,000 and require Board approval. These projects are being run by
local sister agencies. The projects deliver energy and water conservation and the
District will be recognized publicly for its support. The projects include:
• TTUSD has several energy efficiency projects planned for 2018. These
projects include interior and exterior lighting upgrades and controls and will be
partially funded by California Proposition 39 funds. The scope of these projects
can be expanded by leveraging TDPUD rebate incentives in conjunction with
Proposition 39 funds.
• The Truckee Donner Senior Apartments were constructed in 1980 and consist
of 60 affordable housing units. The Truckee Pines Apartments were
constructed in 1995 and consist of 104 units. An audit of both these affordable
housing apartment complexes show that many apartments have 18 year old
refrigerators and several have the original electric water heaters. District staff
is in discussions with the facility management to upgrade these outdated
appliances under the District's low-income program over the course of 2018
and 2019. Upgrading the refrigerators will reduce the associated energy use
by approximately 50% and the overall project is cost-effective and will improve
the quality of life of the tenants.

4. FISCAL IMPACT
Sufficient funds exist within the approved FY18 and FY19 budget(s) for these
conservation projects.
5. RECOMMENDATION
Authorize the General Manager to approve payments for the TTUSD, Truckee Donner
Senior Apartments, and Truckee Pines Apartments for conservation rebates for a total
amount not to exceed $170,000.
