Subject: Consideration of Assistant General Manager Position
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board approves salary ranges for the District.
2. HISTORY
At the April 2018 Board meeting, the Electric Department reorganization was
presented. The current Assistant General Manager, Stephen Hollabaugh, notified the
District of his retirement in August 2018.
3. NEW INFORMATION
Upon consideration of the upcoming retirement, of the Assistant General Manager.
Staff is proposing to distribute certain duties performed by this position to the Public
Information Officer/Strategic Affairs Director. An updated job description (Attachment
1) has been created. This position will be focused on external affairs, organizational
matters, compliance and collaboration with other entities. As such, industry practice is
a 5% wage increase in salary for this added responsibility. The applicable wage
ranges (Attachment 2) reflect the addition of this job position.
Staff recommends that this job position be appointed for atwo-year term, effective in
May 2018 and ending in May 2020.
Staff will return to the Board prior to the term ending for reconsideration or
reappointment of this position.
4. FISCAL IMPACT
Sufficient funds exist in the FY18/19 budgets) for this salary adjustment and will be
taken into consideration for the FY20/21 budget(s).
5. RECOMMENDATION
1) Appoint the Public Information Officer/Strategic Affairs Director for a two-year term
to the Assistant General Manager position.
2) Approve the wage range for this adjustment.

Job Description
Job Title: Public Information Officer / Strategic Affairs Director /
Assistant General Manager
Department: Public Information and Strategic Affairs
Reports To: General Manager
FLSA Status. Exempt
Job Summary Under general direction of the General Manager, this position
serves as the District's Public Information Officer (PIO), directs the Legislative
and Regulatory (L&R) program of the District, coordinates with staff, legal
counsel, and consultants to leverage joint -action to protect the District's interests
and respond to strategic opportunities. Plans, develops and implements
communication and outreach programs and supports the General Manager as
the Assistant General Manager. This position is required to perform independent of
any direct supervision and to communicate on a professional level with District
management, other department staff and the Board of Directors.
Essential Duties and Responsibilities include the following. Other duties may
be assigned.
(a) Sevres as the District's Public Information Officer (PIO). Develops and
implements communications strategies, plans, programs and projects in
support of District initiatives and goals.
(b) Assists the General Manager as required in all aspects of District operation
and planning, serves as Acting General Manager during any absence of the
General Manager.
(c) Assists in the District's operating and capital budget process; prepares
departmental budget and Capital Improvement Plan.
(d) Prepares reports, resolutions, and ordinances for submission to the Board of
Directors.
(e) Represents the District in regional associations and in local, state and federal
legislative and regulatory matters working directly with elected and appointed
officials, staff, joint power agencies, special interest groups, consultants, and
lobbyists to evaluate and mitigate impacts on the District.
(f) Represents the District to outside groups and organizations and participates
in community, civic, and professional groups and committees regarding
groundwater management, water supply/quality, electricity markets,
renewable energy, electric vehicles, and energy/water conservation.

(g) Formulates, advocates, and implements District's positions and strategies
relative to local, regional, state, and federal regulatory and/or operations
issues to further the District's interests and policies.
(h) Exercises a considerable degree of independent decision making that
involves the analysis of fact and circumstances along with the ability to modify
procedures where there is no precedent.
(i) Identifies and tracks local, state, and federal energy and water legislation and
regulation working individually and through joint -action with Northern
California Power Agency (NCPA), California Municipal Utilities Association
(CMUA), and the Utah Associate Municipal Power Systems (UAMPS), and
American Public Power Association to represent the interests of the District.
(j) Works closely with Electric Utility Director and FERC counsel and oversees
the preparation of technical documents relating to District interventions in
regulatory matters.
(k) Acts as the spokesperson for the District and has regular contact with the
media, District employees, customers, and other stakeholders requiring tact
and diplomacy.
(I) Prepares comprehensive and complex studies, analyses, and reports.
Maintains appropriate records and makes reports and presentations to the
General Manager and the Board.
(m)Other duties as assigned.
Supervisory Responsibilities
This position has no direct supervisory responsibilities.

3. Experience with California's energy, water, and environmental policy and
regulation.
4. Minimum two years of experience in evaluating and advocating for local, state
and federal legislation/regulation.
5. Proficient skill in communicating clearly, concisely, and accurately with
customers, management, consultants, employees and other agencies verbally
and in writing;
6. Ability to communicate bilingually in Spanish is highly desirable;
7. Accurately and professionally represent District policies, positions,
philosophies, and programs;
8. Ability to plan, organize and direct the work of a professional, technical and
administrative support staff;
9. Analyze problems, develop and implement effective solutions; and
10. Possession of a valid driver's license with a driving record acceptable to
District's insurance carrier.
Physical Demands The physical demands described here are representative of

While performing the duties of this job, the employee is regularly required to sit,
walk, stand, talk and hear. The employee is frequently required to use their
hands and fingers to handle or feel and reach with hands and arms. The
employee is occasionally required to stoop, kneel, or crouch. The employee may
occasionally be required to lift and/or move up to 25 pounds. Specific vision
abilities required by this job include close vision.
Work Environment The work environment characteristics described here are
representative of those an employee encounters while performing the essential
functions of this job.
While performing the duties of this job, the employee works both inside in a
typical office environment, outside at community events, and travels to attend
meetings. The employee has normal work hours; although, overtime is often
required to attend meetings and community events supporting department
programs.
