1. WHY THIS MATTER IS BEFORE THE BOARD
This matter involves casting a ballot for a candidate to serve on the Nevada County
Local Agency Formation Commission (LAFCo) as a Special District representative.
2. HISTORY
When a vacancy occurs in the position of a Special District Commissioner on LAFCo,
it has been the practice to begin the process of selecting a replacement by asking the
boards of the districts to nominate candidates. After the nomination process is
completed, the special districts are asked to cast ballots, thus electing a person to fill
the vacancy.
The current position is held by Mr. Nick Wilcox, Nevada Irrigation District. His term
ends in May 2018. Earlier this year, LAFCo sent a letter to all the special districts in
the area, requesting nomination for a Special District Commissioner. The Board was
noticed and we did not have any interest to nominate a member from the TDPUD
Board.
3. NEW INFORMATION
Deborah Gilcrest, Clerk/Analyst of the Nevada County LAFCo informed the District of
the nominations received for the position of the Special District Commissioner. The
letter and candidate bios are included as Attachment 1.
There were two nominations:
• Nick Wilcox, Nevada Irrigation District (incumbent as an Alternate), and
• Patricia Nelson, Nevada County Consolidated Fire District.
Timeline:
• Consider the two nominations for Special District Alernative Member for LAFCo
(tonight);
• Submit the ballot to LAFCo. The ballot must be received in the LAFCo office
no later than 5:00 p.m. on May 31, 2018 (Attachment 2); and
• Recieve the results of the election. Results will be sent to each special district
and each nominee within a week.
4. FISCAL IMPACT
There is no fiscal impact associated with this item.
5. RECOMMENDATION
Authorize the Board President to mark the attached ballot and sign for the District, in
the manner directed by the Board for the election of a Special District Commissioner
of the Nevada County LAFCo.

Thank you for submitting your nominations for the open District seat on the
Nevada Local Agency Formation Commission. Enclosed is a ballot showing
the names of the two nominated candidates. Their statements (and/or
resumes) are also enclosed. Both nominations were made by District
resolution:

Please remember: The ballot cannot be photocopied --- only the original
ballot will be counted, Only the Chair of the District's Board of Directors or
an appointed substitute may complete and sign the ballot. (If a substitute is to
sign the ballot, a copy of the resolution appointing him or her must be
included with the returned ballot.) Lack of this person's original signature on
the ballot will invalidate that district's vote.
The ballot must be received in the LAFCo office no later than the date stated
on the ballot: Monday, April 309 2018. Ballots received after 5:00 p.m. on
that date will be invalid and will not be counted. To assure the vote occurs at
your next regularly scheduled meeting, this information is also being sent via
email. However, please remember --- only the original ballot, signed and
returned by the deadline, will be counted.
Finally, the votes will be tallied by LAFCo staff, in the presence of a witness
not affiliated with LAFCo or any nominee, within seven (7) days. Any person
who wishes to witness the tally should call the LAFCo office to learn the date,
time and place of the tally. Results of the election will be sent to each special
district and each nominee.

Bio for Nick Wilcox
Nick Wilcox was elected to the Nevada Irrigation District (NID) Board in November
2008 representing Penn Valley, Rough and Ready and parts of greater Grass
Valley. He serves on numerous NID committees, including the Engineering
committee and the Water and Hydroelectric Operations Committee. Nick brings a
variety of experience to his participation on the NID Board and the LAFCo
Commission. He worked for many years for a local engineering firm as an
environmental chemist. Nick is now retired from the State Water Resources
Control Board where he held a supervisory position in the Division of Water Rights
as an Environmental Scientist. Since 2014, Nick has served on Nevada LAFCo as a
representative for the Independent Special Districts. In addition to his other
duties as a Commissioner, Nick serves as a Committee member on the Policy
Committee, and on the Sphere/MSR Staging Committee. Nick has also served as a
commissioner for the City of Grass Valley Redevelopment Agency Oversight
Board.

WORK EXPERIENCE
State Water Resources Control Board, Division of Water Rights, Sacramento, Ca,
1992 — 2003, Retired from State service September 22, 2003.
• Chief of the Bay -Delta Unit. Promoted to this position in April 1999 as an
Environmental Specialist IV. Responsible for supervising a variety of hearing
and compliance related projects.
• Joined the Bay -Delta Unit in July 1995. Promoted to Environmental Specialist III
in October 1995. Participated in preparation of the Environmental Impact Report
for Implementation of the 1995 Bay -Delta Water Quality Control Plan. Provided
staff support for the Bay -Delta Water Rights Hearing that began July 1997.
• February 1992 — July 1995, worked as an Environmental Specialist in the
Environmental Assessment Section. Responsible for performing CEQA review of
water right applications throughout the State.
Cranmer Engineering Water Analysis Laboratory, Grass Valley, Ca, 1976 -1990.
Laboratory Director. Duties included chemical and bacteriological analysis of water
and wastewater samples, report writing, fieldwork, client relations, promotion,

Patricia L. Nelson, Statement of Qualifications for
Nevada County Local Agency Formation Commission (LAFCo)
As a Director of the Nevada County Consolidated Fire District (NCCFire) since 2014,
a Special District, I have developed a further understanding of the importance of the
Nevada County Local Agency Formation Commission's role in overseeing local
government and special district changes to meet current and future community
needs. My experience with NCCFire has broadened that developed as a professional
environmental planner. As part of this work, I have experience developing
annexation applications for projects situated in City of Grass Valley Spheres of
Influence and also review of annexation plans developed for local Special Districts.
Other applicable volunteer experience and affiliations include:
• Mediator, Nevada County Conflict Resolution Center;
• U.S. Naval Station Treasure Island Base Realignment and Closure Citizens'
Advisory Board. This committee oversaw the prerequisite environmental
studies to enable of the City and County of San Francisco Local
Redevelopment Authority (LRA) to transfer the LRA status from San
Francisco to the Treasure Island Development Authority (TIDA);

HIGHLIGHTS OF SELECTED SKILLS AND ACCOMPLISHMENTS
• Understands Community Development Agency processes, principles and practices to support the public, applicants,

Dear Truckee Bonner Public Utility District Directors,
I write to you as a candidate for one of the special district positions on the Nevada County LAFCo
Commission. I have served on LAFCo since 2014 representing Special Districts and wish to
continue in this capacity. During this time, I have served on the LAFCo policy committee and on
the Municipal Service Review steering committee.
I am currently a Director of the Nevada Irrigation District representing portions of western Nevada
County, including Penn Valley, Lake Wildwood, Rough and Ready and parts of greater Grass
Valley. I have served in this capacity since 2008 and find the work both interesting and
challenging.
I have been involved with water issues for most of my professional career. I worked with Cranmer
Engineering in Grass Valley for many years as Director of the Water and Wastewater Analysis
Laboratory, providing analytical services to many of the special districts that belong to Nevada
County LAFCo. After leaving Cranmer, I took a position with State Water Resources Control
Board in the Division -of Water Rights, where I dealt with state-wide water quality issues. I
ultimately became chief of the Bay -Delta program where I gained a detailed knowledge of water
districts throughout the entire state and an appreciation of the complex political issues around water.
My experience has been useful on the NID Board and has been useful to LAFCo as well.
Accordingly, I ask for your support of my candidacy for the LAFCo commission. As a
commissioner, I will continue to support the interests of Special Districts, both large and small and
on both sides of Donner Summit.
