Subject: Consideration to Approve a Purchase Contract Agreement for the
Airport Well and Booster Station Emergency Generator
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required for procurements in excess of $15,000.
2. HISTORY
The Airport Well and Booster Station is located on Truckee Airport Rd., in the south
east portion of the District's water system. The facility houses a 250hp groundwater
well capable of pumping 2,000 gpm to an on site potable water storage tank, as well
as four 100hp booster pumps capable of pumping 800gpm (each) to the distribution
system and 6170 Tank for storage. With the combined production, storage and
distribution capabilities, the facility is considered an essential asset in maintaining a
reliable water supply during high demand periods and sufficient fire flows.
3. NEW INFORMATION
The District's water well facilities are currently not equipped with emergency power
generators to keep the wells in service in the event of a power outage. In most
circumstances, the District's system wide water storage capacities are sufficiently
sized to maintain water supply for the duration of a typical power outage event.
However, if the District were to experience a power outage for an extended period of
time during high water demand cycles such as peak summer weekends, there may be
a risk of depleting the available potable water storage prior to restoration of power.
Staff has evaluated each of the District's 12 potable water wells within the Truckee -
Main System, in an effort to identify the most favorable and cost effective locations for
the procurement and installation of emergency back-up generators. One of the
facilities selected is the Airport Well and Booster facility. The criteria for this selection
were
• Ease of access;
• Presence of existing electrical transfer switch equipment; and
• Water production capabilities.
Staff has worked with vendors and in-house electricians in the development of a
specification for an emergency generator appropriately sized and equipped for the
purposes of maintaining operation of the Airport Well and Booster Facility in the event
of a power outage. The final specifications call for a 450kW diesel generator. On
March 19, 2018 the District publicly advertised a request for bids for the Airport Well
and Booster Station Emergency/Standby Generator. A bid opening was held on April
171 2018 at which point 5 bids were received. A breakdown of the received bids has
been provided in the table below:

The apparent low bidder was Bay City Electric, with a total bid price of $87,576. Staff
reviewed all of the received bids for compliance with the District's specifications and
requirements. Following the review, Staff has determined Bay City Electric's bid to be
not responsive due to failure to submit a signed acknowledgement of Addendum #1,
and for not meeting the minimum specifications. Staff has determined Cummins to be
the lowest responsive bidder, with a total bid price of $87,988.71. Staff recommends
the Board reject Bay City Electric's bid as non -responsive, and award the purchase
agreement to Cummins as the lowest responsive bidder.
4. FISCAL IMPACT
Sufficient funds exist in the Water Utility's Board approved FY18 capital budget.
5. RECOMMENDATION
1.) Reject Bay City Electric's bid as non -responsive; and
2.) Authorize the General Manager to execute a contract with Cummins for the Airport
Well and Booster Station Emergency/Standby Generator procurement, in an amount
of $87,988.71 plus a 10% change order authorization, for a total not to exceed
contract amount of $97,000 plus tax.
