WHY THIS MATTER IS BEFORE THE BOARD This Board item, Truckee is EV Friendly, is the sixth in a new series of Board workshops concerning how we communicate with and serve our customers and community. 2. HISTORY The Mission of Truckee Donner Public Utility District is to provide reliable, high quality water and electrical power services while meeting customer demand, and to manage District resources in a safe, open, responsible, environmentally sound manner at the lowest practical cost. To achieve this mission, the District operates an electric and water utility along with the necessary supporting departments and programs. It is imperative, given the complexity of the energy and water sectors, that the District communicate effectively with our customers and community in order to educate them on the value of public power and water and to engage customers to participate in the many programs and services that we offer. These communication and outreach efforts, along with the associated programs and servicesI fall into well known themes that communicate the essence of how the District's efforts serve our customers. Our current key themes include: • The Best Water Right From Your Tap (9/6/17); • Save Energy, Water, Money and Live More Comfortably (10/4/17); • The Facts of Mountain Living (11/1/17); • Your Public -Owned Local Electric and Water Utility (12/6/17); • Clean, Reliable, and Affordable Electric Services (5/6/18); • Truckee is EV Friendly (tonight), • Your On -Line Account Anywhere (future); and • Your Local Community Partner (future). 3. NEW INFORMATION Truckee is EV Friendly: This theme has been emerging for the last decade as the District has seen an increase in EV's led by our visitors but also being adopted by our local community. EV use and adoption locally has been dominated by Tesla EV's as they have the range (300+ miles between charges) and performance (all -wheel drive options) to be used locally and to get to and from the Bay Area. The performance of all EV's has been increasing dramatically and the cost has been declining so that, by 2020, there are projected to be over 40 models of EV's expected to be on the market all with 200+ mile range and many models below $40,000. This list also includes numerous all - wheel drive options. Truckee is EV Friendly addresses: • The emergence of EV's; • The opportunities to serve this new electric load with clean, reliable, and affordable electric service; and • The importance of the electrification of the transportation sector to achieve California and local environmental goals and greenhouse gas (GHG) reduction targets. The District has witnessed dramatic growth of EV's over the last few years. EV's, while still a small fraction of vehicles owned by locals and visitors, are projected by the State to continue to grow at a rapid rate. Locally, EV growth has been dominated by Teslas and the District is now serving 18 Tesla superstations (DC Fast Chargers) located behind Safeway, at the Rock, and at PJ's. In a short few years, Tesla in now one of the District's larger commercial customers. The District is also serving two EVGO DC Fast Chargers behind Savemart and more EV chargers (DC Fast and Level 2) are being planned by ChargePoint and VW in the District's service territory. The District has also seen growth, although again still small, in DMV registrations of EV's in the District's service territory increasing from a handful in 2015 to almost 30 in 2017. The State and Federal governments continue to promote EV's through various financial incentives and the automakers are claiming an increase of new EV models by 2020 with almost all models having over 200 mile range and many offering all. wheel drive. The District continues to have the opportunity to effectively serve this new electric load and to provide new programs and services to our customers and visitors. One key issue for the District, is to ensure that new load growth pays for itself and that there are no adverse impacts to the District's electric distribution system. The District has been tracking usage on both the private EV charging stations along with the District's public access EV charging stations to ensure that the District is recouping our costs to serve EV chargers. The District also tested an EV (Toyota Rav 4) in the fleet to learn first-hand about the benefits and challenges of driving and EV. The District joined the California Low Carbon Fuel Standard (LCFS) program starting in 2017 and the District is generating LCFS credits annually which can be sold to fund District EV programs. The District is has also developed new programs and services to help promote and serve the EV market. The District first started serving the EV market a decade ago with the installation of a Level 2 public access EV charger in Meadow Park. In 2016, the District installed four more Level 2 public access EV chargers at the Train Depot and Pioneer Commerce Center. The District has also been conducting an EV outreach campaign, branded Truckee is EV Friendly, in partnership with the local radio station (KTKE 101.5FM) and through the District's website, social media, and marketing materials. Staff is also proposing to use the funds generated in the LCFS market to fund a new TDPUD Residential Level 2 EV Charger Rebate Program which will be presented to the Board in a separate item. Most important, perhaps, is that the District is providing reliable, affordable, and clean electricity (�2/3 carbon free) to fuel EV's in Truckee. 4.
