Subject: Consideration of a contract to purchase the Prosser Village Well
Emergency Generator
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required for procurements in excess of $15,000.
2. HISTORY
The Prosser Village Well is located on Overland Trail, near the Old Greenwood
subdivision. The well is a 250hp vertical turbine ground water well, capable of
producing 850gpm. The well pumps directly into the District's water distribution
system and the 6170 Tank zone. Prosser Village Well, due to the very consistent
water quality and sustainable production rates, is an essential groundwater source
with respect to the District's ability to maintain reliable supply during high demand
periods.
3. NEW INFORMATION
The District's groundwater well facilities are currently not equipped with emergency
power supply generators to maintain well operation during power outage events. In
most circumstances, the District's system wide water storage capacities are
sufficiently sized to maintain potable water supply for the duration of a power outage
event. However, if the District were to experience a power outage for an extended
period of time during high water demand cycles such as peak summer weekends,
there is a risk of depleting the available water storage prior to restoration of power.
Staff has evaluated each of the District's twelve potable water wells within the
Truckee -Main System, in an effort to identify the most favorable and cost effective
locations for the procurement and installation of emergency back-up generators. One
of the facilities selected is Prosser Village Well. The criteria for the selection were:
• Ease of access;
• Presence of existing transfer switch equipment; and
• Water production capabilities.
Staff has worked with vendors and electrical engineers to develop a specification for
an emergency generator appropriately sized and equipped for the purposes of
maintaining operation of Prosser Village Well in the event of a power outage. The
specifications called for a 250kW diesel powered generator. On March 19, 2018 the
District publicly advertised a request for bids for the Prosser Village Well
Emergency/Standby Generator. The District held a bid opening on April 17, 2018 at
which point four bids were received. A breakdown of the received bids has been
provided in the table below:

Staff reviewed all of the received bids for compliance with the District's specifications
and requirements. Following the review of bids, Staff has determined the apparent
low bidder, Bay City Electric, to be non -responsive due to failure to include a signed
copy of Addendum #2, and for not meeting the required specifications. Staff has
determined Valley Power Systems to be the lowest responsive bidder, with a total bid
)rice of $62.900.
4. FISCAL IMPACT
Sufficient funds exist in the Water Utility's Board approved FY18 capital budget.
5. RECOMMENDATION
1. Reject Bay City Electric's bid as non -responsive; and
2. Authorize the General Manager to execute a contract with Valley Power Systems
for the Prosser Village Well Emergency/Standby Generator procurement, in an
amount of $62,900 plus a 10% change order authorization for a total not to exceed
contract amount of $69,200 plus tax.
