WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for all procurements in excess of $15,000. 2. HISTORY The District's water utility distribution system includes more than 200 miles of pipeline, 13 wells, and 32 pump stations delivering safe and reliable potable water to almost 13,000 service connections, across 46 pressure zones. In order to maintain reliable water pressure across each of these zones, the distribution system is equipped with pressure regulating valves (PRV's) and pump control valves (PCV's). These valves are hydraulically actuated pressure and flow control valves strategically placed at critical points in the distribution system and pump stations to manage rapidly changing pressure and flow conditions. The majority of the control valves are manufactured by Cla-Val, with original installations dating as far back as the late 19701s. In addition to periodic adjustments, these control valves require regularly scheduled maintenance which may include the repair or replacement of various control assemblies. In most circumstances, the individual control assemblies can be cleaned and repaired with only the replacement of minor components. However, in some instances the entire control assemblies or valve bodies are found to have reached end of life and require complete replacement. NEW INFORMATION The District's water operations staff has created an inventory of replacement parts and materials for the water system control valves to be serviced or replaced in 2018. On May 9, 2018 the District staff publicly advertised a request for bids for the Cla-Val Hydraulic Control Valve Purchase 2018. A public bid opening was held on May 29, 2018 in which four bids were received. The table below provides a breakdown of the bids received. Following the review of the received bids, Staff has determined Pace Supply to the lowest responsive bidder in an amount of $43,466. Local preference was not applicable in determining lowest responsive bidder due to the total bid price exceeding the eligible procurement limit of $10,000 for commodities or equipment (District Code, Section 3.08.005.4). 4. FISCAL IMPACT ', Sufficient funds exist within the Board approved FY18 Water Operations Budget, 5. RECOMMENDATION Authorize the General Manager to execute a contract with Pace Supply for the Cla-Val Hydraulic Control Valve Purchase 2018, in an amount of $43,466 plus a 10% change order authorization for a total not to exceed contract amount of $47,800 plus tax.
