July 18, 2018 11 Subject: Consideration to Approve Water Utility Valve Box Adjustments Associated with the Town of Truckee 2018 Paving and Drainage Project I WHY THIS MATTER IS BEFORE THE BOARD Board authorization is required for procurements in excess of $15,000. 2. HISTORY The Town of Truckee manages paving and drainage improvement projects along the Town's public right of ways on an annual basis. These projects range in scope from complete roadway removal and replacements, to mill and overlay maintenance projects. The Town of Truckee awards construction contracts for the annual paving and drainage projects through a publicly advertised competitive bidding process. Included within the project scope of work are bid items for the excavation and adjustment of water utility valve covers located within the project boundaries. Following the award of the contract by the Town of Truckee each year, the District is provided the option to either authorize the Town's contractor to perform the work at the cost of the District, or assume responsibility for the adjustments utilizing District 3. NEW INFORMATION On June 28, 2018 the Town of Truckee held a bid opening for the 2018 Paving and Drainage Project and has determined Advanced Asphalt to be the lowest responsive bidder. Included in the project's Bid Summary are line items for the adjustment of water valve covers and utility covers. A breakdown of the itemized costs are included in the following table: Item Description Unit Cost Estimated Quantity Total Estimated Cost Adjust Water valve Cover to Grade 200 155 31,000 Adjust Utility Cover to Grade (4'x6') 11200 6 71200 Adjust Utility Cover to Grade (2'x3') 11200 10 12,000 Total Estimated Cost 50,200 Staff has evaluated the costs associated with the completion of the work, including the potential impact on current District projects and maintenance operations, and has determined the most beneficial option for the District is to authorize the Town of Truckee to include the valve adjustments within the scope of work for the 2018 Paving and Drainage Project. If authorized by the District, the Town of Truckee will invoice the District for reimbursement following the completion and inspection of all work. 4. FISCAL IMPACT Sufficient funds exist in the adopted Water Utility's FY18 budget for this procurement. Funds for this procurement will be from the Water General Fund. 5. RECOMMENDATION Authorize the General Manager to accept the Town of Truckee proposal and costs reimbursement to complete the water utility valve cover work associated with the 2018 Paving and Drainage Project, for a total cost to the District of $50,200, plus a 10% change order authorization, for a total not to exceed amount of $55,220.
