WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. 2. HISTORY 11 The District's strives to provide a safe, secure business atmosphere for both our customers and employees, and secure its water and electric infrastructure. The District's main building, substations, and remote water facilities have some physical security measures in place to help ensure the integrity of the facilities from external threats. Physical security measures include chain -link fencing, locked gates, extensive lighting. A physical security program typically comprises five distinct elements; deterrence, delay, detection, assessment, and communication. In addition to the physical security elements, the District has also built a strong network infrastructure to monitor the main office building, and many remote water and electric sites. Surveillance systems will supply the missing elements to our physical security program by providing the means to detect and assess threats to District facilities. In addition to intruder threat detection and assessment, remote surveillance can also play an important role responding to emergency situations. For the past 5 years, the District has run video surveillance successfully at 20 electric and water stations and at the main District offices and corporation yard, using Bosch cameras and Genetec security center software. These projects have demonstrated that the existing infrastructure can handle many high definition cameras, detect 3. NEW INFORMATION To continue to provide both security and operational safety to District facilities, staff is proposing to extend the existing system to an additional ten properties. In order to maintain consitency with a single technology, take advantage of existing staff knowledge and training, and leverage software automation, the District is again looking to install Bosch security cameras. This project will bring the total number of protected District facilities to above 56%. The District also has the opportunity to continue working with OJO Technology; who installed the last set of surveillance camera technology at twenty-one sites in 2016. OJO has knowledge of the District, our requirements for installation, and familiarity with Truckee conditions that affect video surveillance. The State %J California has compevely bid Bosch camera equipment through the distributor OJO Technology and other vendors as part of the California Multiple Award Schedule (CMAS) and Western States Contracting Alliance (WSCA) programs. CMAS is administered by the California Department of General Services and offers a wide - variety of commodities, non -Information Technology services, and Information Technology products and services at prices which have been assessed to be fair, reasonable, and competitive. The District is eligible to take advantage of State bids through CMAS and WSCA, by way of District Code 3.08.060 Joint Purchasing with the State of California and Other Public Agencies. This section states, in part, "The District may purchase materials, equipment, supplies, information technology products and services through the State of California procurement program...". FISCAL IMPACT Sufficient funds exist in the Board adopted Water Utility's and Electric Utility's adopted FY18 budget for this procurement. 5. RECOMMENDATION Authorize the General Manager to execute a contract with OJO Technology for the purchase and installation of Bosch security cameras and Genetec software licenses, in an amount of $145,327 plus a 10% change order authorization for a total not to exceed contract amount of $159,860.
