WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for procurement over $15,000, 2. Donner Lake, Gateway, Glenshire, Hirschdale, and the Ponderosa Palisades Hydro systems are completed. This fall staff will also complete the 6170 Zone that encompasses the District's largest tank, and 5 wells. This will bring the station completion up to 40%. 3. NEW INFORMATION The next phase includes the replacement of next most critical Tahoe Donner pump stations, Donner Trails and Soma Sierra, and replacing the Prosser Heights system. This phase of the upgrade requires the purchase of eight Remote Telemetry Unit (RTU) cabinets and Programmable Logic Controllers (PLC), bringing these locations up to the latest technology and incorporating their operations into the existing new SCADA system. These new cabinets are compatible with the existing cabinets and reflect the currently forecasted needs for automation functions as defined by the IT Master Plan. A request for Bids for this phase of the SCADA project was issued on June 29, 2018. The District advertised in the Sierra Sun on July 6, 2018. Bids were opened on July 24, 2018 at 2:00 P.M. The following four bids were received: Bidder Amount Responsive Relevant Solutions $141,807.00 No Industrial Control & Design $174,571099 No TESCO Controls, Inc. $188,070.00 No R.O.K. Solid Controls, Inc. $1551527.00 No George T. Hall 1$144,383.00 IYes The non -responsive bids all failed to meet the specifications regarding a bid requirement to submit a completed bill of materials. Staff has reviewed all bids for accuracy and compliance with District specifications and has determined George T. Hall to be the lowest responsive bidder. 4. FISCAL IMPACT Sufficient funds exist in the Water Utility's adopted FY18 budget for this procurement. 5. RECOMMENDATION 1) Make a finding that Relevant Solutions, Industrial Control & Design, TESCO Controls, Inc. and R.O.K. Solid Controls, Inc. bids are non -responsive; and 2) Authorize the General Manager to execute a contract with George T.
