Subject: Consideration of an Analyst Position and Associated Salary Ranges
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board approves employee wage ranges for the District.
2. HISTORY
The District continues to respond to industry changes driven, in part, by new
technology. As a result, the District's labor needs have expanded to support the
technology, analysis and ongoing regulatory requirements of the electric and water
industries. The need for management and technical positions continues to grow as
technology savvy employees are addressing a wide variety of opportunities and
th reats.
At the April 4, 2018 Board meeting, the Board approved the Electric Utility
reorganization and brought Information Technology to the senior management level.
In June 2018, the Program Manager for Conservation and Customer Service retired.
This position was renamed Conservation & Customer Service Senior Analyst and the
job duties expanded to support the Administrative Services Director with high-level
analysis.
Also, at the July 16, 2018 Board meeting, a workshop was presented by the Electric
Department on proposed changes to the organizational structure. This included an
addition of the Data Analyst & Administrator position to the Information Technology
department and changes to the current Electric Superintendent positions to an Electric
Operations Manager and Assistant Electric Operations Manager,
3. NEW INFORMATION
Staff has identified additional labor needs and is proposing the creation of a Data
Analyst and Administrator position to report to the IT Department. This position will
support the regulatory reporting for the water and electric utilities and examine
technical data aimed at improving utility operational systems. Attachment 1 is a copy
of the job description.
The current Conservation &Customer Service Senior Analyst position continues to
support Administration by expanding the reporting and analysis capabilities of the
department. Staff is proposing adjustment of the salary range for this position to the
same level as the proposed Data Analyst and Administrator position.
ne salary range proposea for tnese positions is in the unrepresentea employee
classification, $7,211 to $8,765 per month. This is the same classification as the
Senior Accountant/Analyst position range M31 approved in March 2018.
4. FISCAL IMPACT
The proposed addition of the Data Analyst &Administrator poson includes base
salary and overhead for an amount of $200,894. This is an annual item and will be
taken into consideration the next budget cycle. Sufficient funds exist in Board adopted
Electric and Water Utility's FY18 & FY19 budgets.

5. RECOMMENDATION
Authorize the addition of the Data Analyst and Administrator position to the
Unrepresented Employees Wage Ranges and adjustment of the Conservation &
Customer Service Senior Analyst position to the M31 wage range

Job Description
Job Title: Data Analyst &Administrator
Department: Information Technology
Reports To: Information Technology Director / Chief Information Officer
FLSA Status: Exempt
Job Summary Under general direction from the Information Technology Director /Chief
Information Officer, the Data Analyst & Administrator performs data analysis supporting the
District with statistical modeling and SQL scripting for the electric and water utility operations.
This position works independently to examine resource portfolio, economic, and technical data
aimed at improving utility operational systems and reporting used for electric power supply and
water regulatory requirements. As a full -stack designer, this position implements, troubleshoots,
and maintains the District's data, business intelligence, and reporting infrastructure.
Essential Duties and Responsibilities include the following:
a) Work with non -technical business users to help them effectively use the District's data and
tools available to analyze, document and prioritize work requirements.
b) Develop and maintain systems and processes to evaluate and prepare statistical data and
information used in internal and regulatory compliance documents and reports for the
District's power purchases, sales of energy, water system management, water quality
reporting and other processes supporting electric and water utility operations.
c) Research, compile and prepare required regulatory reports for the District and agencies such
as the California Energy Commission, California Air Resources Board, California State Water
Resources Control Board, and other required state and federal agencies.
d) Design and develop compelling data visualizations using a variety of techniques including
data storytelling, Gestalt principles, business intelligence dashboards, and user -centric
design used for maintain reports, records, and operating data to meet the District
management needs.
e) Expand & enhance data and analytic capabilities, continue to improve processes,
explore/adopt new tools, drive automation and scripting.
f) Responsible for maintaining the integrity of various enterprise system data. Receives,
inspects, validates, transforms, cleanses, and integrates data received in a variety of formats
from a variety of sources.
g) Design, develop, document, backup, and support various database applications and schemas
(Oracle, SQL Server, MySQL, PostgreSQL, MS Access).
h) Implement data file mapping, transformation and loading solutions using proprietary and
off -the -shelf software tools
i) Work alongside the team to help design information and operational support systems.
j) Review, evaluate, and initiate new technologies, research, to maintain current knowledge and
education.
k) Consistently and successfully provide support to internal customers
I) Effectively communicate with vendors, employees and other IT personnel to resolve issues.
m) Provide Level 1 & Level 2 General IT Support.
n) Perform other duties as assigned.
Supervisory Responsibilities
This position has no supervisory responsibilities.
Qualifications To perform this job successfully, an individual must be able to perform each
essential duty satisfactorily. The requirements listed below are representative of the knowledge,
skill, and/or ability required.
1. Bachelor of Science from in Mathematics, Statistics, Computer Science, or a similar field
or equivalent experience, Master's degree is desirable.
2. Five years of progressive experience in data extraction, transformation and database
development.
3. Evidence, such as certificates of completion or prior work samples, of experience in
advanced data visualization design.
4. Evidence of experience with business intelligence (LogiXML experience preferred) and
reporting (e.g. Crystal Reports) applications.
5. Thorough knowledge of database structure and database management, with ability to
manipulate and analyze data across large and disperse databases.
6. Advanced knowledge of SQL and Excel. Good knowledge of R, Python, and JavaScript.
7. Proficient in MS Office programs in a business environment required.
8. Possession of a valid driver's license and satisfactory driving record as a condition of
initial and continued employment.

While performing the duties of thisjob, the employee is regularly required to sit, stand, and walk.
The employee is regularly frequently required to use their hands and fingers to handle or feel and
to reach with their hands and arms. The employee is occasionally required to stoop, kneel, or
crouch. The employee may occasionally be required to lift and/or move up to 25 pounds. Specific
abilities required by this job include close vision and distance vision for driving.
Work Environment The work environment characteristics described here are representative of
those an employee encounters while performing the essential functions of this job.
Work is performed indoors and outdoors. Indoors, work is typically performed in the office setting
sitting at a desk, working on a computer. Outdoor work occasionally exposes employee to extreme
weather, various types of terrain atjob sites (unlevel, wooded, muddy, etc.) noise, vibrations, the
hazards of the construction site and energized electric facilities.
The employee has normal work hours; although, is all - call during emergencies and must be able
to work after regular hours as needed.
