AgendaItem#12TRUCKEEDONNER____PublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:KathleenNeusDate:September05,2018Subject:ConsiderationtoAdoptResolution2018-21,theNevadaCountyLocalHazardMitigationPlanAugust20171.WHYTHISMAHERISBEFORETHEBOARDItistheBoard’spurviewtoapproveDistrictResolutions.2.HISTORYTheDisasterReliefActof1974istheUnitedStatesFederalLawthatestablishedtheprocessofpresidentialdisasterdeclarations.ItwastobetterhandlethearrayofdisastersthatoccurannuallythroughouttheUnitedStates.TheActalsohelpedwithgivingmorerelieftodisastersurvivors.In1979,theFederalEmergencyManagementAgency(FEMA)wasestablishedtoconsolidatethemorethan100federalagencieswhowereinvolvedinhandlingdisastersandemergencies.Sincethenthelawhasbeenamended,andupdatedmultipletimeswiththemostrecentin2016.TheStaffordActof1988amendedtheDisasterReliefActof1974.TheamendedversioncreatedthesystembywhichapresidentialdisasterdeclarationoranemergencydeclarationtriggersfinancialandphysicalassistancethroughFEMA.TheactgivesFEMAtheresponsibilityforcoordinatinggovernmentwidereliefefforts.TheDisasterMitigationActof2000(DMA2000)requiresalljurisdictionstobecoveredbyaPre-DisasterMitigationPlanincludinganewsetofrequirementsthatnecessitatestheneedforState,localandIndianTribalentitiestocloselycoordinatemitigationplanningandimplementationefforts.DMA2000alsoestablishednewrequirementswhichcallsforthedevelopmentoflocalorcountyplansforthatparticularcountytobeeligibleforpost-disastermitigationfunding.ThepurposeoftheserequirementsistoencourageStateandlocalgovernmenttoengageinsystematicandnationallyuniformplanningeffortsthatwillresultinlocallytailoredprogramsandprojectsthathelpminimizelossoflife,destructionofproperty,damagetotheenvironmentandthetotalcostofdisastersbeforetheyoccur.TheDistrictparticipatedintheLocalHazardMitigationPlanforNevadaCounty2011-2016.Theplanidentifiedseveralmitigationgoalsandobjectivesthatwerebaseduponariskassessmentoftheparticipants.Theplanincludedspecificrecommendations,actionitemsandprojectsthatcouldhelpmitigatefuturedisasters.Thegreatestrisksandvulnerabilitiesidentifiedwerewildlandfiresandflood.The Districtidentifiedtwoprojectsinthe2011-2016LocalHazardMitigationPlan(LHMP):•ThefirstwasthefloodingoftheDonnerLakeSubstationduringfloodevents.Themitigationincludedthepurchaseoftheadjacentparcel,theinstallationofaculvertundertheaccessroad,runningpastthesubstationanddirectingstormrun-offtoanexistingdrainageditch.Thisprojectwascompletedin2016.•ThesecondidentifiedriskwasthefloodingonTroutCreekdowntownandtheimpactontheDistrict’selectricandwaterfacilities.TheDistrict,incollaborationwiththeTownofTruckee,undergroundedsomeofthefacilitiesoriginatingattheTruckeeSubstation.Thistaskwascompletedin2015inconjunctionwiththeTownofTruckee’sTroutCreekRestorationProject.3.NEWINFORMATION“EachyearintheUnitedStates,naturaldisasterstakethelivesofhundredsofpeopleandinjurethousandsmore.Nationwide,taxpayerspaybillionsofdollarsannuallytohelpcommunities,organizations,businesses,andindividualsrecoverfromdisasters.Thesemoniesonlypartiallyreflectthetruecostofdisasters,becauseadditiona)expensestoinsurancecompaniesandnongovernmentalorganizationsarenotreimbursedbytaxdollars.Manynaturaldisastersarepredictable,andmuchofthedamagecausedbytheseeventscanbealleviatedoreveneliminated.Thepurposeothazardmitigationistoreduceoreliminatelong-termrisktopeopleandpropertyfromhazards.”NevadaCountyLocalHazardMitigationPlanUpdateAugust2017,ExecutiveSummary.InvolvementintheNevadaCountyLocalHazardMitigationPlanUpdate(LHMP)processshowsthedifferentjurisdictionscommitmenttoreducingriskswithinthecounty.DistrictstaffbeganattendingmeetingsinAprilof2017inNevadaCity.Asthiswasamulti-jurisdictionalgroupparticipantsincludedtowns/cities,fireprotectiondistricts,water/electricdistricts,otherspecialdistrictsandNevadaCounty.Thegroupworkedcollectivelytoidentify,assess,determineandprioritizemitigationmeasuresofriskswithineachjurisdiction.Thehazardsincludedfloods,earthquakes,drought,liquefaction,landslides,wildfires,andothersevereweathereventsandmore,includedasAttachment1.ThestrategyusedisbaseduponidentifiedriskswithintheCountyincludedasAttachment2.IttookacouplemeetingstofirstidentifytherisksandthentocometoconsensusintheorderofimportancefortheentireCountybutunderstandingthatnoteveryjurisdictionhasthesamerisksorpriorities.Duringtheprocessofassessingandidentifyinghazardstomitigate,DistrictstafffocusedonfuelmitigationastheDistrictistheownerofsomeratherlargeparcelsanddozensofsmallerones.Itwasfeltthatthisarearequiredthemostattentionasmostofthesubstationshavebeenrebuiltoverthepastdozenyearsorsoandtheprotectionofwatermainsduringearthquakesaremostlikelyamonumentaltaskinscopeanddollars.In2016theDistrictcontractedwithCALFireWashingtonRidgeConservationCamp,totrimladderfuel,cutdowndead,thintreesandtoburnthepilesastheareaswere E.3.1.DistrictOverview,History,andBackgroundTruckeeDonnerPUDhasbeenservingTruckeeforover80years.In1927,afterafiveyeardrought,theTnickeeRiverwasn’tabletohim[liewaterwheelforTriickeeElectricCompany’sprivategenerator.RegisteredvotersoftheareadrewupapetitioncallingfortheformationofaspecialdistricttobuyeLectricityfromthedownstreamgeneratorsofSierraPacificPowerCompanyandsellittolocalresidents.Forthefirst20yeats[lieThickeePublicUtilityDistrict’s(TPUD)fourorfiveparttimeemployeesservedonlyafewdozenhousesandshopsin[liedowntownarea.Amongtheemployeeswereageneralmanagerandasecretarywhoeachearncd$10amonth.SierraPacificmaintainedtheelectriclinesonacontractbasis.AsTruckeegrew,communitymembersbegantoseetheTPUDasameanstomeetotherlocalneeds.Duringthe1940stheDistrictbeganbuyingsomeoftheprivatewatercompaniesthatprovidedthetownwithfreshwaterfromthesurroundingundergroundsprings.Muchofthelandthatwasacquiredwiththewatercompanieswassoldtoencouragedevelopment.Thisbroughtawholenewgenerationofyoungfamilieswithgrowingneedsforwaterandpower.TheTPUDprovidedthepublicschoolsitesandusedtheproceedsofthesaletodrillwells,installmorepowerlinesandhiremaintenancecrews.Inthelate1950stheDistricthelpedtodeveloporganizedrecreationforthecommunity.TheManager,severalBoardmembersandlocalvolunteersplannedandbuiltagolfcourseonpropertysouthoftheriver;afewyearslater,itwassoldtoprivatepattiesandisnowknownasthePonderosaGolfCourse.Theresidentsvotedtoformaseparaterecreationandparkdistrictintheearly1960s.Interstate80wascompletedin1964andresultedinanavalancheoftouristsandmanynewTruckeeresidents.AnewagriculturalinspectionstationwasbuiltonthefreewayandtheTPUDpurchasedtheoldstationforitsheadquarters.TheDistrictborrowedmoneyfromtheRuralElectrificationAdministrationduringthel960stoexpandtheelectricsystemandtobuildtheTruckeesubstation.ItthenpurchasedtheDormerLakedistributionfacilitiesfromSierraPacificPowerCompanyandchangeditsnametotheTruckeeDormerPublicUtilityDistrict(TDPUD).Aroundthesametime,anengineeringfirmwashiredtodevelopacomprehensivewaterplanforTruckee.TheTahoeDonnerSubdivision,originallycalledLakeWorld,wasdevelopedbyDartIndustries,Inc.duringthe1970’s.WhentheDistrictacquiredDartIndustrieselectricandwaterfacilitiesin1973,itswaterandelectriclinesamountedtofivetimestheamountwithintherestoftheDistrict.Thenumberofcustomersnearlydoubled.Since1980,theDistricthassoughtoutalternateenergysourcesandpursueddevelopmentofhydroelectricplantsatBoca,ProsserandStampedeDams,aswellasnegotiatingrordeliveryoftwomegawattsofpowerfiomtheCentralValleyProject.ThecommunityofHirschdalewasannexedintotheDistrictandagrantobtainedtoupgradeanddevelopanewwatersource.Anewoffice/warehousecomplexwasconstructed,andmanyelectricandwatersystemimprovementswereaccomplished.NevadaCountyTruckDonnerPUDAnnexE5LocalHazardMitigationPlanUpdateAUgUSt2017
