Home My WebLink About15 2018 Water Pipeline Change OrderAgenda_Item#—S15TRUCKEEDONNERPublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:NeilKaufmanDate:September05,2018Subject:ConsiderationofaChangeOrderforthe2018WaterPipelineProject1.WHYTHISMATTERISBEFORETHEBOARDBoardapprovalisrequiredforchangeorderstoacontractinexcessoftheBoardauthorizedchangeorderallowance.2.HISTORYTheWaterDepartmenthasanongoingneedtoreplaceexistingwaterpipelinesthatfallintotwobasiccategories.1)Pipesthatareinpoorconditionandrequirerepeatedrepairs2)Pipesthatareold,undersized(typically4-inchdiameterandsmaller)andhaveexceededtheirusefullifeInApril2018,theDistrictawardedtheDistrictPipelineReplacement-2018contracttoLongoIncorporated.Theworkofthecontractinvolvesreplacementofabout2,100feetofpipelineatthreelocationsintheTahoeDonnerarea.Inadditiontothepipelinework,thecontractincludestheinstallationofconduit,pullboxes,meterboxesandtransformerpadsattheRoundhillandSitzmarktanksites.Thisworkwillallowfortheelectricalserviceatthesetwositesbeconvertedfromoverheadtounderground,removingsomeoutdatedelectricaltransformers.Theworkwillalsoenableupgradingofthecommunicationscapabilitiesatbothsites.ThefinalcomponentofthecontractinvolvestheinstallationofconduitandfiberopticinnerducttoenableupgradingofthecommunicationscapabilitiesattheFalconPointandlnnsbrucktanksites.Thebidpricewas$1,196,852.TheBoardalsoestablishedatenpercentchangeorderallowanceof$119,648,foratotalauthorizationnottoexceed$1,316,500.3.NEWINFORMATIONTheprojectiscurrentlyonschedulewithaplannedcompletiondateinthemiddleofOctober.AsofJuly31,about$56,700inchangeorderrequestshadbeenapprovedbyDistrictstaff.Thesechangeorderrequestsinvolvedtwomainissues;1)Repairs,controlofwaterandinstallationofdrainrockandfilterfabricduetoleaksontheoldwatermainonBadenRoad. 2)AdditionalexcavationsassociatedwiththeinstallationoffiberopticinnerducttoimprovecommunicationsattheFalconPointPumpStation.DuringAugust,somemoreunanticipatedexcavationsassociatedwiththeinstallationoffiberopticinnerductwererequired.ThecontractoralsobeganinstallationofthenewpipelineonSkiviewLoopandencounteredsignificantamountsofrock,exceedingtheoriginalbidquantityforrockexcavation.AsofAugust28,about850feetoutofatotalof1,700feetofpipehasbeeninstalledonSkiviewLoopandtheadditionalrockexcavationhasessentiallyexhaustedtheoriginalchangeorderallowance.GiventheundergroundconditionsonSkiviewLoop,furtherrockexcavationisanticipatedduringinstallationoftheremainingpipeandtheservicelaterals.An$120,000increasetothechangeorderallowanceisrecommended.Inaddition,theTownofTruckeeiscurrentlyundertakingtheEnvisionDonnerPassRoadproject.ThisprojectinvolvesundergroundingoftheoverheadutilitiesonDonnerPassRoadfromStateRoute89southtoRichardsBoulevard.Aftertheutilityworkiscompleted,theTownwillbeinstallingsidewalkimprovementsandresurfacingDonnerPassRoad.TheWaterDepartmenthasinspectedtheservicelateralsandmeterboxesalongthisarea.Ithasbeendeterminedthattherearesomeoldgalvanizedservicelateralsarethatarereachingtheendoftheirusefullifeandshouldbereplacedbeforethenewsidewalksareinstalled.Therearealsosomeexistingnon-trafficratedmeterboxesinpavedareasthatshouldbeupgradedtoproperlywithstandtrafficloading.Thereisalsosomeothermiscellaneousworksuchasvalveabandonmentsthatshouldalsobeperformed.TheWaterDepartmentfieldstaffisextremelybusythissummerdealingwiththenormalmaintenanceandoperationactivitiesandasignificantnumberofdeveloperprojectsandnewhomes.ItisdoubtfulthattheWaterDepartmentstaffcouldperformtherequiredworkthisyear.Therefore,theWaterDepartmentrequestedapricequotefromLongotoperformthiswork.ThepricequotedbyLongois$60,000andstaffrecommendsthatthisworkbeaddedtotheoriginalcontractscopeofwork.4.FISCALIMPACTTheoriginalbidpricewas$1,196,852.Thefundingsourcebreakdownfortheoriginalbidamountis:WaterDepartment=$892,157.87ElectricDepartment=$304,694.13Asnotedabove,itisexpectedthattheoriginalchangeorderallowancewillbespentbytheendofAugust.Theestimatedbreakdownoforiginalchangeorderallowanceof$119,648is:WaterDepartment=60%=$71,790ElectricDepartment=40%=$47,858 Withtherevisedchangeorderallowanceandtheadditionalwork,thetotalcontractauthorizationwouldbe:ItemAmountOriginalBidPrice$1,196,852OriginalChangeOrderAllowance$119,648AdditionalWorkonDonnerPassRoad$60,000AdditionalChangeOrderAllowance$120,000TotalAuthorization$1,496,5005.RECOMMENDATION1)ApprovetheChangeOrderNo.1theDistrictPipelineReplacement-201dprojectcoveringthereplacementofservicelateralsandtheupgradeofmeterboxesalongDonnerPassRoadinanamountnottoexceed$60,000forarevisedcontractamountof$1,256,852.2)IncreasethechangeorderallowancefortheDistrictPipelineReplacement-2018projectfrom$119,648to$239,648foratotalauthorizationnottoexceed$1,496,500.MichaelD.HolleyGeneralManager/WaterUtilityDirector
