WHY THIS MATTER IS BEFORE THE BOARD Board authorization is required for procurements in excess of $15,000. 2. HISTORY Old Greenwood Well is a 500hp, electric vertical turbine driven groundwater well located in the Old Greenwood subdivision of Truckee. The well is an important resource in meeting the daily water demands for Truckee's potable water system. In addition to being a reliable groundwater supply, the well is a key component in the District's groundwater blending permit with the State Water Resources Control Board (SWRCB). Old Greenwood Well was constructed in 2005. The last time the Old Greenwood Well pump and motor assembly was pulled for inspection was in 2008 when the pump assembly was repaired due to the failure of one of the bowls. Since 2008, Old Greenwood Well has been a reliable source of groundwater for the District's potable water supply. 3. NEW INFORMATION On Thursday, August 30, 2018, Old Greenwood Well experienced a mechanical failure. District staff has evaluated the well and have determined a possible source of the failure in the pump shaft spider bushings. The ability to assess the pump shaft failure and any additional damage associated with the failure is very limited without first removing the top drive motor and pulling the pump assembly for further inspection. In consideration of the importance of Old Greenwood Well as a reliable groundwater supply and its critical role in the District's SWRCB blending permit, staff is recommending the Board authorize the General Manager to procure all of the necessary contract repair services, and associated materials to ensure a expeditious repair and replacement of Old Greenwood Well into production for a total not to exceed amount of $75,000. The scope of work shall include: Michael D. Holley General Manager / Water Utility Director Removal of 500hp and re-installation of electric well motor Removal, inspection and re installation of 700' of 12" well column pipe and pump bowl assembly Inspection and replacement of spider bushings, pump shaft and couplings Inspection and repair of well pump bowl assembly Recognizing that the well has been in operation for 10 years without significant maintenance or repair, staff will utilize this opportunity to coordinate a thorough inspection and evaluation of all components within the assembly. The total not to exceed amount of $75,000 provides additional allowance for replacement of any damaged components discovered during the inspection of the well pump and motor assembly. The General Manager would pursue all procurements in consultation with District counsel, and in a manner consistent with the District code with respect to competitive public procurement. 4. FISCAL IMPACT Funds for this procurement will be from the Water General Fund. This procurement was not included in the Board approved FY18 Water Operations Budget and will require Board authorization to transfer an amount not to exceed $75,000 from the Water Reserve Fund to the Water General Fund. 5. RECOMMENDATION 1.) Authorize the transfer of an amount not to exceed $75,000 from the Water Operating Reserve Fund to the Water General Fund; and 2.) Authorize the General Manager to procure and execute agreement(s) related to well maintenance and repair services for a total not to exceed amount of $75,000. Recognizing that the well has been in operation for 10 years without significant maintenance or repair, staff will utilize this opportunity to coordinate a thorough inspection and evaluation of all components within the assembly.
