11.ConsiderationofaContractforVideoSecurityServices(MinuteOrder2018-48).•AuthorizetheGeneralManagertoexecuteacontractwithOJOTechnologyforthepurchaseandinstallationofBoschsecuritycamerasandGenetecsoftwarelicenses,inanamountof$145,327plusa10%changeorderauthorizationforatotalnottoexceedcontractamountof$159,860.12.ConsiderationofaContractforPLC-BasedRemoteTelemetryUnits(RTUs)(MinuteOrder201849).•1)MakeafindingthatRelevantSolutions,IndustrialControl&Design,TESCOControls,Inc.andR.O.K.SolidControls,Inc.bidsarenon-responsive;and•2)AuthorizetheGeneralManagertoexecuteacontractwithGeorgeT.Hallinanamountof$144,383plusa10%changeorderauthorizationforatotalnottoexceedcontractamountof$158,821plustax.PresidentLaliotiscalledforpubliccomment,therewerenone.PresidentLaliotisclosedpubliccomment.BoardComment:•Thetreetrimmingcontractisextremelyimportantforthiscommunity.•Thiscontractamendmentwillhelpwithreliabilityandsafetycommunitywide.•Reallysupportsthisitem.DirectorEllismoved,andVicePresidentWarmerdamseconded,thattheBoardapprovetheconsentcalendar.Themotionpassedunanimously(5-0).SPECIALBUSINESS13.ConsiderationofResolution2018-16CommendingStephen“Steve”HollabaughforHisManyYearsofService.MichaelHolleyprovidedapresentationwhichisavailableuponrequest.PresidentLaliotiscalledforpubliccomment.KimHarrisstated:•Steveisuniqueandfuntoworkwith.•Agreatsupporttoher.•Steveischallengingandhasagreatsenseofhumor.JoeHorvath,stated:•Stevehasbeenthebestbosshehaseverhad.•Besideswhatwaspresented,Steve’slegacyisthepeoplehehasrecruited,retained,andbuiltattheDistrict.DirectorComments:•ThankedSteveforhissupportandservicetotheDistrictandcustomers.•Sorrytoseeyougo,butwishyouthebestinthefuture.•TripswithStevewerefun,UAMPSandNCPA.•Steveisrespectedbyhispeers.•Extremelywelcoming,enjoyedandlearnedalotfromSteve.•Thededicationduringthelargewinterwasamazing.2August1,2018 •TheaccomplishmentsfromtheElectricDepartmentaretremendous.•EnhancingthevisionandmodelofthisDistrictandcommunity,isincredable.•SteveandtheElectricDepartmentareresponsibleforcleanpower,rates,safety,andimprovingthesystem.•Steve’stenacity,passionandsuccessforpublicpowerisamodel.SteveGrossstated:•Steve’spassionforpublicpowerisoutshownbyhisabilitytogetworkdone.•FoughtatFERCtirelesslyintheearlydays.•ReallyenjoyedworkingwithStevethroughhiscareer.VicePresidentWarmerdammoved,andDirectorAgueraseconded,thattheBoardapprovethestaffrecommendation.Themotionpassedunanimously(5-0),byarollcallvote.WORKSHOPS14.ReviewtheDistrict’sMid-YearFY18BudgettoActualFinancialPerformanceReginaWiseprovidedapresentationwhichisavailableuponrequest.PresidentLaliotiscalledforpubliccomment,therewerenone.BoardComments:•Agreatbalancedbudget!•LastwinterfundswereceivedfromFEMA,whichallowedtheDistrictnottodrawonreserves.Reserveswereincreasedduringthewinter.•Overallagreatreport.•TheDistrictisdoingagreatjob.•Foryearstheindustryhasheardaboutassetsagainstliabilities,thisratioshowsagreatbenchmark.•Wouldliketoseethebenchmarkforotherutilitiesoursize.direction,inthenextreview,zoneinonthisratioandprovidealargepictureforBoardBoardinput.15.DiscussionofDistrictDebtIssuanceandManagementPoliciesandPossibleRevisionsLisaHallprovidedapresentationwhichisavailableuponrequest.PresidentLaliotiscalledforpubliccomment.DavidTirman,JMAVentures:•PartofthedevelopmentteamforPlannedCommunity-3(PC-3)attheAirport.•Thepubliccommentwastohighlightthedifferenceinthestaffreport.•SpecificallytheSCIPprogramallowsfor3:1.•TheSCIPprogramhasbeenthefocusforJMAtoutilize.PresidentLaliotisclosedpubliccomment.3August1,2018
