AdjustmentsCONSENTTo:BoardofDirectorsFrom:KimHarrisDate:September05,2018Subject:ConsiderationofReorganizationandSalaryRangeAdjustmentsoftheElectricUtility1.WHYTHISMATTERISBEFORETHEBOARDTheBoardapprovesemployeewagerangesfortheDistrict.2.HISTORYOnApril4,2018,theBoardapprovedareorganizationoftheElectricUtilityincludingpromotingJoeHorvathtotheElectricUtilityDirector.Threemid-levelmanagers,includingthetwoElectricSuperintendentsandtheEngineeringManagerreporttothenewElectricUtilityDirector.OnJuly18,2018,aworkshopwaspresentedtotheBoardtodiscussanotherproposedreorganizationoftheElectricUtility.StaffhasidentifiedanopportunitytoreorganizethemanagementstructurewithintheElectricOperationsDepartmentasbothSuperintendentshaveindicatedtheirplanstoretireinearly2019.StaffproposedtotransformthetwoElectricSuperintendentpositionsintoanElectricOperationsManagerandanAssistantElectricOperationsManagerposition.TheAssistantElectricOperationsManagerwouldmanagetheelectricians,metertechniciansandthevehiclemaintenance.TheElectricOperationsManagerwouldmanagethetwolinecrews,theservicecrewandtheAssistantElectricOperationsManager.ThechangewasproposedtobecomeeffectiveuponstartingtheprocesstohirepersonnelforthesenewpositionstoreplacethecurrentSuperintendents,orupontheretirementofthecurrentSuperintendents,whicheveroccursfirst.TheproposedreorganizationisdepictedinAttachment1.TheprimarydriverforthischangeistheincreasedefficienciesandbackupcapabilitiesbetweentheElectricOperationsManagerandtheAssistantElectricOperationsManagerpositionswiththisnewstructure.Thissamemid-levelmanagementstructurehasbeenadoptedbyanincreasingnumberofpublicpowerutilitiesduetoitsprovenoperationaladvantages.TheproposedorganizationchangewouldallowtheDistricttocontinuetoprovidesafe,affordable,andreliableelectricservicetoourcustomers.AgendaItem#r7£TRUCKEEDONNERPublicUtilityDistrict
