‘endaItem#14.,TRUCKEEDONNERIPublicUtilityDistrictWORKSHOPTo:BoardofDirectorsFrom:LisaHallDate:November07,2018Subject:2018LEDHolidayLightProgramI.WHYTHISMATTERISBEFORETHEBOARDThisinformationalworkshopitemistoupdatetheBoardonchangestotheDistrict’sLEDHolidayLightingProgram.2.HISTORYTheDistricthasoperatedaLightEmittingDiode(LED)holidaylightexchangeprogramsince2007,allowingDistrictcustomerstoexchangeupto3incandescentstrandsforLEDlightstrands.Todate,theprogramhasdistributedover13,000LEDstrandsatacombinedannualsavingsof235MegawattHours(MWh).Thisequatestoalmost60milesoflights,enoughtodecorateHwy89fromtheDistrict’smainofficetoSouthLakeTahoe!ThepastdesignoftheprogramrequiredcustomerstocomeintotheofficetoexchangetheiroldstrandswhichcreatedtheopportunitytomarkettheDistrict’sotherconservationprograms,promotenewservices,andconfirmcustomers’contactandpaymentinformation.However,programparticipationhasdecreasedby50%since2012,astheprogram’ssuccesshasledtosomesaturationwhiletheprogramhascontinuedtorequiresignificantstaffresources.3.NEWINFORMATIONForthe2018Holidayseason,theDistrictwillmoveawayfromitslightexchangemodelandinsteadofferacouponforLEDlightstrandssoldatalocalbusiness(MountainHardware).Thisprogramdesignwillreducetheadministrativeburdenaswellasincreasetheprogram’senergysavingpotentialbyincreasingthenumberofLEDholidaylightsthatcanbeclaimedwiththesamebudget.ProgramDesign:CurrentDistrictcustomersmaypick-uptheircouponatthefrontcounter,creatingfoottrafficandallowingCustomerServiceRepresentativestocontinuetocollectaccuratecontact&billinginformationandmarketourotherprograms.Thecouponwillprovide$5offeachstrandwithupto100lightsand$10offeachstrandwithmorethanI00licihts,upto$50total. 4.FISCALIMPACTThereisnofiscalimpactassociatedwiththisWorkshopItem.SufficientfundsexistintheElectricUtility’sBoardapprovedFYi8&FYi9operatingbudgetsforthisprogram.5.RECOMMENDATIONProvideinputanddirectiontostaff.L’a:4dJLisaHallMichaelD.HolleyAdministrativeServicesDirectorGeneralManager
