HomeMy WebLinkAbout7 Resolution 2018-22 Final Completion Water Meter Box RetrofitAgendaItem#ri7kTRUCKEEDONNERPublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:NeilKaufmanDate:November07,2018Subject:ConsiderationofResolution2018-22AcceptingtheFinal—CompletionoftheWaterMeterBoxRetrofit2018Project________1.WHYTHISMATTERISBEFORETHEBOARDTheWaterMeterBoxRetrofit-2018projectiscomplete.AresolutionacceptingtheprojectascompleterequiresBoardapproval.2.HISTORYInApril2018,theBoardawardedtheconstructioncontractfortheWaterMeterBoxRetrofit-2018projecttoBWDGeneralEngineeringContractorsofLincoln,California.TheprojectinvolvedretrofitofmeterboxesandinstallationofwatermetersforcustomersintheDonnerLakeandTahoeDonnerareas.Theoriginalbidpricewas$326,450.Atthetimeofaward,theBoardalsoestablisheda10percentchangeorderallowanceforatotalauthorizationnottoexceed$359,100.InSeptember2018,theBoardofDirectorsauthorizedChangeOrderNo.1tothecontract.ThischangeorderinvolvedtheretrofitofmeterboxesandinstallationofwatermetersforadditionalservicesintheArmstrongandGatewayareas.Thischangeorderincreasedthetotalcontractauthorizationto$462,100.3.NEWINFORMATIONBWDcompletedtheworkofthecontractinthemiddleofOctober.Watermeterswereinstalledon234customersasaresultofthisproject.Inmid-October,Districtstaffperformedafinalwalkthroughontheproject.TheworkperiormediscompleteandstaffrecommendsacceptancebytheDistrict.Attachedisdraftresolution2018-22acceptingtheprojectanddirectingthataNoticeofCompletionbefiled.Withcompletionofthisproject,thereare97remainingwatercustomerswithoutawatermeterassummarizedinthetablebelow.Furtherdetailregardingtheseservicesisgiveninthefollowingparagraphs.
AreaNumberofCustomersArmstrong7DonnerLake3Downtown16Gateway64TahoeDonner6Total96ArmstrongTractAllsevencustomersintheArmstrongareascheduledforwatermeterinstallationin2019.DonnerLakeThereisonecustomerwheremeterboxhasbeenpavedover.Atraffic-ratedmeterboxandmeterwillbeinstalledforthiscustomerin2019.Theservicelateralfeedingtheothertwocustomersrequiresreplacement.Thislocationhaswetlandsissuesandrequiresfurtherinvestigationinregardstopermittingandthemostappropriateconstructionmethodology.DowntownAll16customersintheDowntownareascheduledforwatermeterinstallationin2019.GatewayThe64customersinGatewayareaarebrokenintotwogroups.Thereare30customersinGatewayPark,whichisthesmallsubdivisionadjacenttothehospital.Thedistributionpipinginthisareaistheoldestpipeinthesystemandconsistsof2”through4”diametermainsthatwereinstalledaround1950.TheWaterDepartmentisplanningforalargeprojectthatwillinvolvecompletereplacementofpipelines,lateralsandmeterboxesinthearea.Designoftheprojectandpublicoutreachareneededbeforetheprojectproceedstoconstruction.TheWaterDepartmentwouldliketocompletethisprojectinasingleconstructionseason.Thecurrentfundinglevelforpipelinereplacementwouldrequireatwoyearproject.Therefore,theprojectistentativelyscheduledfor2021or2022,whenadditionalfundingshouldbeavailableforpipelinereplacement.Theremaining34customersarelocatedintheMeadowParkareabehindthePUDoffice.Thesecustomersarescheduledforwatermeterinstallationin2019.TahoeDonnerTherearesixcustomersattheSkiBowlCondominiumswithoutameter.TheWaterDepartmenthasinstalledmeterboxestoservethesecustomers.Additionalworkmustbeperformedbythecondominiumassociationbeforethemeterscanbeinstalled.Asdescribedabove,thereare58customersscheduledforinstallationofawatermeterin2019.TheWaterDepartmentiscurrentlyevaluatingwhethertohavethisworkperformedbyaPUDcreworanoutsidecontractor.Iftheworkisperformedbyanoutsidecontractor,biddocumentswillbepreparedthiswinterforadvertisinginthe
4.FISCALIMPACTThefundingsourceforthisprojectistheReserveforFutureMetersFund.InApril2018,thefundbalancewas$509,000.ThetotalamountduetoBWDis$448,525assummarizedbelow.Theoriginalbidpricewas$326,450.Thecostfortheoriginalscopeofworkwas$358,775,anincreaseof$32,325.About$10,000ofthisamountisduetoadditionalpavementrestorationbeyondthebidquantity.Theremaining$22,000resultsfromchangesneededtoaccommodatetheactualfieldconditions.TheadditionalworkintheArmstrongandGatewayareasthatwasauthorizedbyChangeOrderNo.1totaled$89,750.ItemAmountOriginalbidprice$326,450Changesassociatedwithoriginalscopeofwork$32,325AdditionalworkinArmstrong&Gatewayareas$89,750Total$448,525ThereareadditionalcostsforthisprojectassociatedwithDistrictlaborandmaterialssuppliedbytheDistrict.Theoveralltotalwillexceedthe$509,000amountbyapproximately$25,000,withthisremainderpaidfromtheWaterDepartmentGeneralFund.WiththecompleteexpenditureofallmoniesintheReserveforFutureMetersFund,itisrecommendedthatthefundbeformallyclosed.Itisplannedthatinstallationofmetersforthe58customersscheduledin2019willbepaidfromtheWaterDepartmentGeneralFund.5.RECOMMENDATION1)AdoptResolution2018-22acceptingtheWaterMeterBoxRetrofit-2018projectascompleteandauthorizethefilingoftheNoticeofCompletion;2)AuthorizethetransferoftheentirebalanceoftheReserveforFutureMetersFundtotheWaterDepartmentGeneralFund;and3)AuthorizetheclosureoftheReserveforFutureMetersFund.MichaelD.HolleyGeneralManagerIWaterUtilityDirector
