HomeMy WebLinkAbout8 Contract for 2019 Electric System Master Plan StudyAgendaItem#8TRUCKEEDONNERPublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:SannaSchiosserDate:November07,2018Subject:ConsiderationofAwardingaContractforthe2019ElectricSystemMasterPlanStudy____________________________1.WHYTHISMATTERISBEFORETHEBOARDBoardauthorizationisrequiredforprocurementsinexcessof$15,000.2.HISTORYTheElectricSystemMasterPlanisacomprehensiveplanningreportwhichprovidesinformationonexistingDistrictelectricfacilitiesandthecurrentlevelofserviceprovidedtoDistrictcustomers.Italsoservesasablueprintforelectricsystemupdatestoaccommodategrowthanddevelopment.DistrictCodespecifiesthattheElectricSystemMasterPlanStudyshallbeupdatedevery5years.ThepreviousMasterPlanwascompletedin2014byElectricalConsultantsIncorporated(ECI).3.NEWINFORMATIONTheDistrictissuedaRequestforProposals(REP)toupdatetheElectricSystemMasterPlanonSeptember21,2018,andadvertisedintheSierraSun.ThedeadlineforreceivingsubmittalswasOctober22,2018.Proposalswerereceivedfrom4firms:.ElectricalConsultants,Inc.(ECI);.JensenHughes;.MesaAssociates,Inc.;and.PowerEngineers.TheproposalswerereviewedbyacommitteeconsistingofstafffromtheElectricandWaterDepartments.Theproposalswerescoredbaseduponthefollowingcriteria:technicalapproach,staffqualifications,firmexperience,qualityassurancemeasures,andcost.Baseduponthereviewofthecommittee,theproposalfromECIwasdeemedthemostadvantageous.TheDistrict’spreviousexperiencewithECIwasverypositiveandtheyarefamiliarwiththeDistrict’sneedsanddatamodels.ECI’scostproposalwas$57,956,whichisconsistentwithstaffsestimateforthiswork.
4.FISCALIMPACTSufficientfundsexistintheBoardAdoptedElectricUtility’sFYi8andFYi9budgetsforthiswork.5.RECOMMENDATIONAuthorizetheGeneralManagertoexecuteacontractwithElectricalConsultants,Inc.forthe2019ElectricSystemMasterPlanStudyUpdate,inanamountof$57,956plusa10%changeorderauthorizationforatotalnottoexceedcontractamountof$63,750.frzJoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
