Home My WebLink About10 Change Order Envision DPR ProjectAgendaItem#I10bRUCKEEDONNERIPubIicUtihtyictACTIONTo:BoardofDirectorsFrom:SannaSchiosserDate:February06,2019Subject:ConsiderationofaChangeOrderfortheEnvisionDPRProject____1.WHYTHISMATTERISBEFORETHEBOARDBoardapprovalisrequiredforchangeorderstoacontractinexcessoftheBoardauthorizedcontractamount.2.HISTORYIn2015,theTownembarkedontheEnvisionDPRProject.ThisprojectconsistsofsafetymeasuresandbeautificationalongDonnerPassRoad(DPR)fromFratesLanetoRichardsBoulevard.Alsoaspartofthisproject,theTownrequestedtoundergroundapproximately4,500feetofexistingoverheadelectricfacilities.TheDistrictagreedtoparticipateintheprojectutilizingexistingDistrict-ownedconduitsfortheundergroundelectricsystem.TheTownpaid$550,000totheDistrictforuseoftheexistingDistrict-ownedconduitsfortheundergroundconversion.ThispaymentcoveredthecostofconvertingoverheadfacilitiestoundergroundsotheprojectwouldbecostneutraltotheDistrict.Subsequenttotheoriginalagreement,theDistrictproposedtoconnecttoexistingcommunicationsconduitsinthisarea.ThisrequiredadditionalworktousethesefacilitiesandwasincludedintheTown’scontract.Duetothelateadditionofthiswork,theDistrictagreedtopayforworkassociatedwiththeDistrict’scommunicationinfrastructure.Basedonthebidpricesandquantities,theseimprovementswereestimatedtocosttheDistrict$89,485.ThisamountwasreflectedinAmendment1totheagreementandwasapprovedbytheBoardonAugust1,2018.3.NEWINFORMATIONTheTownawardedthecontracttoC&DContractors(C&D)ofNevadaCityforthisworkinJune,2018.Duringconstruction,DistrictstaffwasincontinuouscontactwiththeTownandC&Dforinspectionandconstructionsupporttoconnectnewinfrastructuretotheexistingconduitsystem.However,theconduitsutilizedforthisprojectwereoriginallyinstalled20yearsago.Theconduitsystemwasnotaccuratelymappednormaintainedafterinstallation.Asaresult,numerouschangeswererequiredtoaddressfieldconditionsandcompletethecommunicationsinstallation.Thesechangesfellintotwocategories;differencesintheactualversusbidquantitiesandchangesneededtoaddressunknownsubsurtaceconditionswhich requiredadditionalworkoutsideoftheoriginalcontract.Thechangesduetothedifferencesintheactualversusbidquantitiestotaled$8,105.ThechangesduetoaddressingunknownsubsurFaceconditionstotaled$9,857.Thisworkisalreadycomplete.C&DcompletedtheirworkinNovemberandDistrictstaffperlormedaninspectionsoftheproject.Duringinspection,Districtstaffcompiledalistofadditionalworkrequiredtopreparethesystemforelectricinstallation.Thesechangesareduetoeitherconflictsbetweenplansetversionsorunsuitableconditionoftheexistingconduitsystemforthereasonslistedabove.CompletionofthisworkassoonaspossibleiscriticaltopermitDistrictcrewstoinstallelectricinfrastructureaheadofplannedTownroadwork2019.TheTownsubmittedaChangeOrderrequestintheamountof$98,760toaddressthefollowingadditionalwork:.InstallationofanadditionaljunctionenclosureonRichardsBoulevard;.Reconfigurationofconduitsandpadlayoutsatseverallocations;and.Removalofblockagesinexistingconduitsatseverallocations.DistrictstaffnegotiatedwiththeTowntoreducethenottoexceedcostforthisadditionalworkto$60,000.4.FISCALIMPACTThetotalDistrictcostfortheproposedchangesisasfollows:ItemCostOriginalagreement(Amendment1)$89,485Changeorders:Changesinactualvs.bidquantities$8,105Changeordersassociatedwithsubsurfaceconditions$9,857Additionalchangeorderwork$60,000Subtotal:$77,962TotalAuthorization$167,447SufficientfundsexistwithintheBoardadpotedElectricUtility’sFYi9budget.5.RECOMMENDATIONApprovetheChangeOrderfortheEnvisionDPRProjectintheamountof$77,962,foratotalauthorizationnottoexceed$167,447.frzJoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
