Consideration of Amending the 2019 Board Meeting Schedule
ACTION
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board of Directors sets and adjust the schedule for Regular Baord meetings.
2. HISTORY
In December of each year, the Board has set the next year's Board schedule.
Historically and outlined in District Code section 2.04, the Board meets on the first and
third Wednesdays of the month. District Code also allows for cancellations per the
Ralph M. Brown Act.
For the last few years, staff has identified efficiencies, in business practices including
stable power contracts and annual procurements. These efficiencies coupled with a
decreased development and proper planning, have provided a once a month Board
meeting schedule. As a result, the Board approved regular meetings of once a month
except for the bi-annual budget process. In December, 2018, the Board adopted the
2019 schedule of one meeting a month until August when two meetings a month
would commence for the budget process.
3. NEW INFORMATION
Open and transparent meetings are the the backbone of local public agencies and a
common goal of public servants. As such, staff has identified a need to present
information to the Board and the public at a second meeting per month.
The second meeting of each month will focus on strategic items which are affecting
the Truckee Donner Public Utility District. Meeting topics will be identified prior to the
meetings and posted per the Ralph M. Brown Act. These specialized workshops will
provide a mechanism for better understanding of items, while providing a vehicle for
the Board and public to interact and provide input to staff responsible for key items.
Giving more time for an in-depth presentation interaction and direction will present a
more comprehensive product. Essentially, obtaining broad strategic sessions with the
Board, public, and staff. These meetings will eventually provide a clear Board goal
setting session.

Setting a second meeting of the month starting in March will flow into the summer,
whereas a second meeting of the month is scheduled starting August 2019 through
December. These meetings can be scheduled on the alternative 1st or 3rd
Wednesday of the month, consistent with District Code, or at another time.
4. FISCAL IMPACT
There is no fiscal impact associated with this item.
5. RECOMMENDATION
Staff is requesting the Board of Directors to adjust the 2019 meeting schedule and
implement two meetings a month starting in February 2019. Staff has identified three
options for consideration:
1. Set a February 13, 2019 Board meeting at 1:00 p.m.
2.Adjust the 2019 meeting schedule to implement a second meeting each month
starting on the alternating Wednesday starting at 1:00 p.m.; or
3. Adjust the 2019 meeting schedule and implement a second meeting each
month on the third Wednesday starting at 3:00 p.m.; or
4. Adjust the 2019 meeting schedule and implement a second meeting of each
month, at a date and time directed by the Board of Directors.
