HomeMy WebLinkAbout7 Old Greenwood WellAgendaItem#r7k’TRUCKEEDONNERPubIicUtilityCONSENTTo:BoardofDirectorsFrom:BrianWrightDate:February06,2019Subject:ConsiderationforApprovalofaConstructionContractforthe—--RehabilitationofOldGreenwoodWellpumpColumnAssembly1.WHYTHISMATTERISBEFORETHEBOARDBoardauthorizationisrequiredforprocurementsinexcessof$15,0002.HISTORYOldGreenwoodWellisaSOOhp,electricverticalturbinegroundwaterwelllocatedintheOldGreenwoodsubdivisionofTruckee.ThewellisanimportantresourceinmeetingthedailywaterdemandsofTruckee’spotablewatersystem.OldGreenwoodWellwasconstructedin2005.Thelastmajorrepairtothepumpandmotorassemblywasin2008whenthepumpbowlassembliesrequiredrepair.Since2008OldGreenwoodWellhasbeenareliablegroundwatersourcefortheDistrict.OnAugust30,2018,OldGreenwoodWellexperiencedamechanicalfailure.AttheregularlyscheduledmeetingonSeptember5,2018,theBoardauthorizedtheGeneralManagertoprocureallofthenecessarycontractrepairservicesandmaterialsinanamountnottoexceed$75,000toreturntheOldGreenwoodWelltoservice.3.NEWINFORMATIONInSeptember2018,theDistrictpubliclyadvertisedarequestforquotesfortheremovalandinspectionoftheOldGreenwoodWellpumpandmotorassembly,includingthefollowingscopeofwork:.Remove500hpelectricturbinewellmotor;.Remove700’of12”x2-3/16”Flowserveturbinepumpassembly;.Conductwellvideoinspection;and.ProvidetheDistrictwithreportoffindingsandrecommendationsforrepair.Followingthepublicrequestforquotes,theDistrictevaluatedtworeceivedquotesandenteredintoaservicesagreementwithCarsonPump,Inc.fromCarsonCity,NVfortheremovalandinspectionofthewellassemblyforanamountnottoexceed$11,400.InOctober2018,CarsonPumpremovedthewellassembly.Followingathoroughon-siteinspectionofthewellpumpshaftassemblyandashopinspectionofthepumpbowlassembly,thefollowingdeterminationsweremade:.Thestainlesssteelpumpshaftandcouplingssufferedsignificantdamageduetocatastrophicfailureofthestabilizerbushings,requiringcompletereplacement; .Thepumpcolumnpipehadsufferedsignificantdamagefromthedestabilizationofthepumpshaftassembly,requiringcompletereplacement;.TheFlowservepumpbowlassemblydidnotsuffersignificantdamage,butwouldrequirethereplacementofbowlbushingsandseals;and.Videoinspectionsindicatedtherewasnodetectabledamagetotheperforatedwellcolumn.Recognizingtheneedtoreplacethecompletepumpcolumnpipe,shaftandcouplingassembly,staffevaluatedseveraloptions,including:.Replacementoftheexistingwellpumpcolumnpipeandshaftassemblytotheexistingspecifications;.Replacementoftheexistingwellpumpcolumnpipeandshaftassemblywithareducedpumpdischargeandpipesizefrom12”to8”diameter;and.Replacementoftheentirewellpumpandmotorassemblywithasubmersiblepumpandmotorconfiguration.Staffconsultedwithpumpmanufacturers,engineersandcontractorstoreviewalloftheoptions.Staffdetermined,takingintoconsiderationtotalcostsanddeliveryleadtimesassociatedwithvariousmaterials,thatitwouldbeinthebestinterestoftheDistrictto:.Replacetheexistingwellpumpcolumnandshaftassemblywithareduced8”diameterassembly;.Repairexistingpumpbolwassemblytofactoryspecifications;and.Makemodificationstothewelldischargeheadtomoreaccuratelyaccomodatethehistoricalwaterproductionfromthewell.OnJanuary10,2019,theDistrictpubliclyadvertisedaRequestforBidsfortheOldGreenwoodWellRehabilitationProject2019.TheRequestforBidswasdistributedtoregionalwellconstructioncontractors,postedontheDistrictwebsiteandpubliclyadvertisedintheSierraSun.OnJanuary25,2019,theDistrictheldapublicbidopening,atwhichpointthreebidswerereceived.Abreakdownofthereceivedbidsareprovidedbelow.ContractorLocation,ResponsivelBidPricCarsonPump,Inc.CarsonCity,NVNo$78,70CCommrcialPumpandMechanical,Inc.Chico,CAYes$1O5,41Nor-CalPumpandWellDrilling,Inc.Sacramento,CAYes$124,31FollowingreviewofallreceivedbidsforcompliancewithDistrictcodeandspecifications,staffhasdeterminedtheapparentlowbiddertobenon-responsive,andhasdeterminedthelowestresponsivebidtobefromCommercialPumpandMechanical,Inc.withthetotalbidpriceof$105,417. 4.FISCALIMPACTTheOldGreenwoodWellRehabilitationProjectwasnotincludedintheBoardapprovedFY19WaterUtilityOperationsBudgetandwillrequireauthorizationforthetransferof$105,417plus10%changeorderauthorizationfromtheWaterOperatingReserveFundtotheWaterGeneralFund.5.RECOMMENDATION1.MakeafindingthatthatCarsonPump,Incwasnon-responsiveandawardtheBidtoCommercialPumpandMechanical,Inc.;2.AuthorizetheGeneralManagertoexecuteacontractwithCommercialPumpandMechanical,Inc.inanamountof$105,417pIusa10%changeorderauthorizationforatotalnottoexceedcontractamountof$116,000;and3.Authorizethetransferof$116,000fromtheWaterOperatingReserveFundtotheWaterGeneralFundfortheOldGreenwoodWellRehabilitationProject.f’%MichaelD.HolleyGeneralManagerIWaterUtilityDirector
