HomeMy WebLinkAbout12 Review of the SCADA Reliability Improvement Project Phase 5AgendaItem#12:TRUCKEEDONNERPublicUtilityDistrictWORKSHOPTo:BoardofDirectorsFrom:TrishaRubyDate:April03,2019Subject:SCADAReliabilityImprovementProject-Phase51.WHYTHISMATTERISBEFORETHEBOARDThisinformationitemisbeforetheBoardtoreviewtheSCADAReliabilityImprovementProject-Phase5.2.HISTORYTheDistricthas5electricand55waterfacilitieslocatedthroughouttheserviceterritory.Thesefacilitiesincludeelectricsubstations,pumpstations,wellsstoragetanksandcontrolvalves.Monitoringandcontrolofthesefacilitiesis,inpart,accomplishedthroughSupervisoryControlandDataAcquisitionSystems(SCADA).SCADAsystemcommunicationswiththesefacilitieshistoricallyutilizedseveraltechnologiesincludingleaseddatacircuits,dial-uptelephonelines,cellularmodemsandavarietyofradiosystems.Thesesystemsareplaguedwithreliability,capacityandsecurityprotocolissues.AsdescribedintheITMasterPlan,approvedbytheBoardNovember1,2017,theDistricthasmademajorupgradestothecommunicationsnetworkinfrastructurebeginningin2011.ThisnetworksupportsmoderncommunicationtechnologiesbetweentheDistrictmainofficeandremotefacilities.ItalsosupportsDistrictstaffacrossmission-criticalapplicationsincludingbusiness,GISandSCADAsystems,whichpreviouslyoperatedonseparatenetworks.Theupgradednetworkhasgreatlyimprovedreliability,capacityandsecurity.Whilethenetworkequipmentmaybetheheartandbrainofthesystem,thecommunicationscableisthecirculatorysystemofthenetwork.Thecommunicationscablesystemisdesignedtointerconnect45remotefacilitieswiththeDistrictmainofficeinamulti-loopconfigurationthatprovidessystemredundancyandimprovedreliability.FiberopticcommunicationscablehasbeeninstalledfromtheDistrictmainofficeto23remotefacilitiesintheprior4phasesoftheSCADAReliabilityImprovementProject.PHASEBOARDAPPROVAL1October20112June20123August20134July2016 3.NEWINFORMATIONStaffispreparingbiddocumentstoprocure,installandtestfiberopticcommunicationcablesforaproposedSCADAReliabilityImprovementProjectPhase5(SRIP).ThisphasewillcompletethemaincommunicationscableloopfromtheDistrictmainofficetothenorth.Inaddition,6waterfacilities,1electricfacilityand1ancillaryfacilitywillbeconnectedtothenetworkinthisphase.StaffanticipatesissuingaRequestforBidsinearlyApril2019,andbringingaconsiderationforawardoftheprojecttotheBoardinJune2019.SRIPPhase5includesapproximately17,000feetofcommunicationscableinstalledoverheadinparallelwithexistingelectricdistributioncircuits.Thiswillrequirereplacementof43polesinadvanceofthecommunicationcableinstallation.Districtstaffbelievesthemostexpeditiouswaytoaccomplishthesepolereplacementsistouseoutsidelabor.Districtstaffispreparingseparatebiddocumentstocontractthepolereplacementwork,willissueaRequestofBidsinmid-April2019,andbringaconsiderationofawardforthepolereplacementcontracttotheBoardinJune2019.4.FISCALIMPACTThereisnodirectfiscalimpactassociatedwiththisWorkshopItem.Currentstaffengineer’sestimatesare$1Mforcommunicationscableinstallationand$500K-600Kforpolereplacements.BoththecommunicationscableinstallationandpolereplacementswillbefundedfromtheElectricGeneralFund.TheapprovedFY19Budgetforthecommunicationscableinstallationwas$666,571.ThepolereplacementswillbeutilizingfundsfromtheElectricMasterPlanandDistributionReplacementallocationsforcapitalprojectsfromtheapprovedFY19Budget.TheremainingfundswillbeconsideredintheFY20andFY21BudgetasoverallcompletionisexpectedtobeinFY20.5.RECOMMENDATIONProvideinputtostaff.,%zJoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
