HomeMy WebLinkAbout9 Conservation Programs Update and ApprovalAgendaItem#r9TRUCKEEDONNERPublicUtilityDistrictACTIONTo:BoardofDirectorsFrom:LisaHallDate:April03,2019Subject:ConservationProgramsUpdateandConsiderationofConservation___-RebatesandNewProjectsforFYi91.WHYTHISMATTERISBEFORETHEBOARDThisitemisbeforetheBoardtoprovideareviewandupdateontheDistrict’sEnergyandWaterConservationprogramsandtopresentforconsiderationofrebatesandnewprogramsforFYi9.Boardauthorizationisrequiredforexpendituresinexcessof$15,000.2.HISTORYCaliforniaAssemblyBill1890establishedthePublicGoodsCharge(PGC),asamechanismforutilitiestoinvestinenergyefficiencyandconservation,renewableenergy,researchanddevelopment,andlowincomeprogramstowardsadvancingCalifornia’scleanenergyandGreenHouseGasreductiongoals.TheBillrequiresthat2.85%ofElectricretailsalesarespentonpublicprograms,howevertheDistricthasbeenspendingsignificantlymoresince2008.TheDistricthasbeenmanagingenergyandwaterconservationofferingsthroughcost-effectiverebateprograms,productgive-a-ways,anddirect-installprograms.TheDistrictworkstoincentivizeenergyefficiencyandwaterconservationprojectsinconjunctionwithlocalorganizationsandbusinesses.Oftentheseprojectshavedemonstratednewtechnologyoranewapplicationforexistingtechnologywhilecontributingtotheenergyefficiencyportfolioandwaterconservationefforts.Inothercasestheyhaveservedthoseinneed.Inallcases,theseprojectsbenefitthecommunityasawholeandadvancetheinterestsoftheDistrictanditsratepayers.TheDistrict’sEnergyEfficiencyprogramsareevaluatedannuallybyanindependentthirdpartyEvaluation,Measurement&Verification(EM&V)consultant.EM&Visrequiredbylawtoverifyprogramresults,cost-effectiveness,andenvironmentalbenefits.TheresultsarejointlyreportedwithallpublicpowerelectricutilitiestotheCaliforniaEnergyCommissionandareavailableontheDistrict’swebsite. costimprovementshavealreadybeenupgradedandthenexttierofconservationupgradesaresignificantlymoreexpensivetoreplace.Also,someoftheDistrict’smostsuccessfulprogramsarebeingphasedoutbynewregulatorystandards.Forexample,drivenbychangestothebuildingcode(Title24),2019willbethelastyeartheDistrictwillbeabletoclaimLEDlightingsavingsdespitethecontinuedexistenceofoldlightinginthecommunity.ThecombinationofprogramsaturationplusregulatorychangeswillrequireimplementationofnewprogramstocontinuetheDistrict’ssuccessfulsupportofconservation.3.NEWINFORMATIONTheDistrictwillcontinuetoheavilypromoteitslightingprogramsthisyeartoresidentialandcommercialcustomers.DistrictstaffisalsoevaluatingpotentialcustomerconservationprojectsforFYi9whichexceed$15,000andrequireBoardapproval.Theseprojectsarebeingrunbylocalbusinessesorlocalsisteragencies.Theprojectsdeliverenergyand/orwaterconservationandsupportpubliceducationandoutreach.Theprojectsinclude:.TruckeeDonnerRecreationandParksDistrict-PonderosaGolfCourse:TheoverallPonderosaGolfCourseIrrigationSystemProjectbeingproposedcollaborativelybythelocalagencies(TruckeeDonnerPUD,TruckeeDonnerRecreationandParksDistrict,andtheTahoeTruckeeAirportDistrict),willincludeanupgradetoboththeprivatewellandthegolfcourseirrigationsystem.Theresultwouldbeamodern,efficient,andcost-effectivewaytoirrigatethePonderosaGolfCoursewhileminimizingtheuseofwater,energy,andtheimpactsontheadjacentwetlands;.ContractorsAssociationTruckee-Tahoe(CAU)-DowntownCommunityProject:CAHhasbuiltacoalitionoftheirmemberstocreateaninteractiveandsensorycommunityparkattheCommunityArtCenteronChurchStreetindowntownTruckeethatisusableandaccessibleforallageswherepeoplecancometogethertoplay,eat,listen,andconverse.Theparkwillreplacealargegrassareawithpicnictables,shadestructures,anamphitheaterstageaseating,andplaygroundfeatures.TheDistrict’srebatewillgotowardstheinstallationofnative&droughttolerantplants,efficientparklighting,andwaterconservationmessaginglikeinourPatriciaS.SuttonConservationGarden;and.TownofTruckee-VariousFacilities:TheTownofTruckeehasseveralenergyefficiencyprojectsbeingconsideredfor2019.Theseprojectsincludeinteriorandexteriorlightingupgradesandcontrols,andvariablefrequencydrivesforfacilityheating/coolingsystems.2019CustomerProjectsDistrictIncentiveDepartmentofRecreationandParks$20,000ContractorsAssociationTruckee$20,000TahoeTownofTruckee$60,000 Inaddition,staffisdevelopinganefficiencyprojectfortheDistricttoupgradethelightinginthewarehouse.TheDistrictcompletedLEDupgradesofthemajorityoftheDistrictofficesafewyearsback,andisnowdevelopingaplantoupgradetheremaininglightingandcontrolsinthewarehouseandexteriorfacilitylights.Preliminaryengineeringdesignsdevelopedin2016,willbeupdatedtomeetcurrentTitle-24code,calculateenergysavings,andcreateengineeringbudgetaryestimates.TheprojectwillrequireBoardapprovalatafuturemeeting.ConservationandCustomerProgramPortfolioWhiletheDistricthasandwillcontinuetosupportandexpandourenergyandwaterconservationprograms,customerprogramshavebeenexpandingtoserveemergingcustomerneeds.Thisincludescustomerengagement,promotingelectricvehicles,andsupportingourlowincomecommunity.Increasingcustomerengagementpresentsthebestopportunitytocreatesustainedbehaviorconservation.AnAccenturestudyonutilityengagementfoundthattheaveragecustomerspendsabout8-11minutesinteractingwiththeirutilityperyear,andthatminutepermonthistypicallywhenthey’repayingtheirbill.However,havingasinglemonthlydatapointisn’tfrequentenoughforcustomerstomakeproactivechangestomitigateforhighbillsanddelinquentaccounts.Increasingcustomer’sengagementwillbeimprovedthroughnewprograms,betteronlinetools,andnewalerts.PrepaidMeteringwillbethemostsignificantprogramtobedevelopedinFYi9,andisapriorityduetothecustomerandutilityadvantagesthathavebeendemonstratedbyotherutilitiesthathaveimplementedtheprogram.Customerswillbenefitfromreduceddeposits/fees,nocreditchecks,andbetterenergyusagemanagementthroughmoreawarenessofaccountbalanceandenergyusagealerts.TheabilityforcustomerstoproactivelymanagetheirenergyusageandaccountbalancesbenefitstheDistrictbyreducingdelinquencies,disconnects,andloweraveragefinalbillsandwrite-offs.LaunchingPrepaidMeteringwillrequirenewend-to-endcustomerenrollment,billing,training,andoutreachprocesses,andnewonlinetoolsandmessagingwillalsobedevelopedtohelpcustomersunderstandwhenandhowmuchenergythey’reusing.Theprogramwillbepilotedwithvolunteersinordertoevaluateprogramdesign,technology,andprocessesbeforelaunchingtheprogramtoallDistrictresidentialcustomers.ThesenewtoolsandcapabilitieswillonlybeavailabletocustomerswithAMImeters.TosupportthecontinuedgrowthandadoptionofElectricVehicles(EV5),theDistricthaslaunchedanew$500EVchargerrebateforresidentialcustomersandwillcontinuetoexplorewaystopromoteandadvocateforcleantransportationandpublicaccessEVcharging.Anumberofcustomershavealreadycompletedapplicationsforthisrebate.ElectrificationisanotherareaoffocusfortheDistrict,whichwilltargettheconversionofnaturalgasappliancesinbothcommercialandresidentialbuildings.StaffwillbeconductinaaresearchDroiecttoevaluatetheeffectivenessofheatumrwaterheaters (HPWHs)inourDistrict’suniqueclimateasapotentialreplacementforgaswaterheaters.HPWHshaveproventobeuptofourtimesasefficientastraditionalresistantelectricwaterheatersand2-3timesmoreefficientthangaswaterheatersinmoretemperateclimatezones.Theresultsofthestudywillbeusedtocalculatethetruefinancialviabilityoftheproducts,informapotentialgas-to-electricwaterheaterconversionrebateprogram,andpotentiallycreateadditionalheatpumpheatingandcoolingprogramsinthefuture.Staffwillbringthisitembackatafuturemeeting.Toprovidegreaterassistancetoourlowincomecustomers,qualifyingcustomersmaynowreceiveanannualbillcredit,insteadofaone-timecredit,oftheirhighestbillinthepast12monthsupto$200.CustomerswillneedtorecertifywiththeFamilyResourceCentereverytwoyearstocontinuereceivingthecredit.ThisprogramchangebetteralignstheDistrict’sassistanceprogramswithotherPublicOwnedUtilitiesthatoffer20-30%offofutilitybillstolowincomecustomers.4.FISCALIMPACTSufficientfundsexistintheBoardapprovedFY19Conservationbudgetfortheproposedconservationprojects.5.RECOMMENDATION1.AuthorizetheGeneralManagertoapprovepaymentsfortheTruckeeDonnerRecreationandParksDistrict,ContractorsAssociationTruckee-Tahoe,andTownofTruckeeforconservationrebatesforatotalamountnottoexceed$100,000asdetailedinthereport.2.Provideinputanddirectiontostaffon2019programdesign.:A&:dJfrzLisaHallMichaelD.HolleyAdministrativeServicesDirectorGeneralManager
