Subject: Consideration of Professional Services for Succession/Transition
Consultation and Specialized Board Training
1. WHY THIS MATTER IS BEFORE THE BOARD
District Code requires all procurements in excess of $15,000 be approved by the
Board.
2. HISTORY
The District is committed to hire and retain quality employees. To meet the demands
of a highly professional workforce, the District has periodically hired consultants for
management related activities. In recent history, the District embarked on a
management leadership opportunity and hired Pam Hurt & Associates, to consult in a
dynamic multi -dimensional professional services, including; strategic planning,
executive coaching, specialized training, and organizational development.
As with many other public agencies and companies, the trend for retirements has
been continuing. The District has met this challenge by creating a solid succession
plan ensuring continuity in management, organizational development, leadership, and
high performance. Pamela Hurt Hobday, has been an instrumental part of the District
meeting the demands of the transitioning of outgoing management, and the
development of a high performing leadership team.
The District embarked a year and a half ago on organizational changes; including
efficiencies, re -organizations and promotions. To point out a few, in the Electric
Department, Joe Horvath was promoted to Electric Utility Director and hired an
Operations Manager and Assistant Operations Manager. The organizational change,
provided efficiencies through the Electric Department. On the same vain, the
Conservation Department was integrated with Administration Services.
3. NEW INFORMATION
In January of this year, the Board requested the services of Pamela Hurt Hobday to
perform specialized training and leadership at the Board level. The Board has held a
series of Special Meetings including training provided by Pamela Hurt Hobday on high
performing elected Boards, and workshop settings.
The latest special meeting surrounded discussions on the transition/succession
agreement(s) and plan for eminent retirement of the General Manager in 2020. As the
key executive member of staff, this transitional time can be very sensitive and is
critical for effective transition/succession. With that being said, creating a systematic
plan, implementation, and monitoring change within the organization takes a
specialized skill set. To complete this transition is of great import to the Board,
executive team, management, and unionized employees.
Pamela Hurt Hobday has a plethora of experiences in both the private and public
sector which includes, systemic cultural change, leadership development, marrying
culture to strategy, and increasing efficiencies and effectiveness. Within organizations,
providing a dynamic, multi -dimensional level of providing innovative organizational
development for management. This includes areas of, specialized training programs,
succession planning, executive coaching, and strategic planning. As Pamela Hurt
Hobday is a Truckee resident, she is passionate about Truckee and understands the
Truckee community.
Pamela Hurt Hobday, Founder and CEO, has over 40 years of experience providing
management consulting services. Some of her clients include; Nike, Sacramento Bee,
City of New York, Ichiko/Nissan, Google, Stanford University, Texas A&M, University
of California, City of San Diego, City of Oakland, San Juan Water District, City of
Sacramento, City of Rancho Cordova, and Harvard. These are but a few. Pamela Hurt
Hobday consults in the public, private, and non-profit world.
District Counsel, the Board, and District staff has identified Pamela Hurt & Associates,
to be the prime choice to bring a higher level of Board and executive team consulting
and to facilitate our transition/succession process.
4. FISCAL IMPACT
Professional Services do not require competitive bidding procedures, however Pam
Hurt and Associates has provided a scope of work with a discount of half of her
normal fees.
Sufficient funds exist within the approved FY19 budget, and will be taken into account
during the upcoming FY20 & FY21 Budget cycle.
5. RECOMMENDATION
Authorize the General Manager to execute a professional services agreement with
Pamela Hurt Associates, in an amount not to exceed $100,000, for Board training and
transition and succession planning services.
