HomeMy WebLinkAbout13 Reorganization of Department Head PositionsAgendaItem#r13TRUCKEEDONNERIPublicUtilityDistriJACTIONTo:BoardofDirectorsFrom:BrandonPerryDate:May01,2019Subject:ConsiderationofReorganizationofDepartmentHeadPositions.1.WHYTHISMATTERISBEFORETHEBOARDTheproposedorganizationalchangesinvolvedepartmentheadpositionswhichrequiresreviewfromtheBoard.2.HISTORYBrianWrighthasoccupiedthepositionofWaterSuperintendentsinceMay,2013.SincethattimehehasincreasedhisdutiesandresponsibilitiesintheWaterDepartment.IanFitzgeraldhasoccupiedthepositionofChiefInformationOfficerIITDirectorsinceMarch,2018.HiscompensationsinceMarch,2018wasbasedontheCompensationandClassificationstudycompletedinDecember,2017.CompensationandClassificationstudyresultsfortheIT/IS/GISOperationsManagershowedIanFitzgerald’scompensationbelowrecommendedrange.ThenewrangefromtheCompensationandClassificationstudybroughtMr.Fitzgeraldfromrange45uptorange49asofMarch,2018.Thiswasa10%payincrease,consistentwiththemethodologyappliedtotheoverallDistrictrestructure.TheCompensationandClassificationstudyidentifiedcomparablesalariesforthepositionshownatthetimethestudybegan,IT/lS/GlSOperationsManager,anddidnotanalyzethenewpositiontitleanddutiesofMr.Fitzgerald’snewpositionofChiefInformationOfficerIITDirector.3.NEWINFORMATIONlnanefforttoprepareforthefuturetransitionnextyearoftheGeneralManagerandactingWaterUtilityDirector,MichaelHolley,staffhasidentifiedaneedtopreparetheWaterDepartmentbyidentifyingtheAssistantWaterUtilityDirector.BrianWrighthasbeenidentifiedastheindividualtomoveintotheroleofAssistantWaterUtilityDirector. ThecurrentWaterSuperintendentjobdescriptionwouldremainintact,changingonlythetitletoAssistantWaterUtilityDirector.Additionally,Mr.WrightwouldaddonedirectreportwiththepositionWaterSystemEngineer.Mr.Wright’scurrentsalaryrangeisM41,step5,$11,489.OOpermonth.TheproposedrangeforthenewpositionisM46,step4,$12,357.00permonth.Thisresultsina7.5%salaryincrease.ThepositiontitleofChiefInformationOfficerIITDirectorwarrantsapayincreasebasedoncomparingthetitleandresponsibilitiesofotherlikeandcompetingagenciesinNorthernCalifornia.Mr.Fitzgerald’scurrentsalaryrangeisM49,step5,$13,964.00permonth.TheproposedrangeforthenewpositionisM54,step4,$15,020.00permonth.Thisresultsina7.5%salaryincrease.4.FISCALIMPACTTheseadditionalsalaryexpensesarenotincludedintheFY19Boardapprovedbudget.However,theywillbeincludedintheFY20&FY21budgetbeingcompiledthisyear.5.RECOMMENDATIONApprovetheorganizationalchangesaspresentedinthisreport.__)___“_12i_frzBrandonPerryMichaelD.HolleyHumanResourceIRiskManagerGeneralManager
