HomeMy WebLinkAbout10 Solar Awning Engineering and Design ServicesAgendaItem#r10TRUCKEEDONNERPublicUtilityDistrJCONSENTTo:BoardofDirectorsFrom:KeithRenshawDate:June05,2019Subject:ConsiderationofAwardofaContractforSolarAwningEngineeringandDesignServices1.WHYTHISMATTERISBEFORETHEBOARDBoardauthorizationisrequiredforprocurementsinexcessof$15,000.2.HISTORYAttheApril3,2019BoardMeeting,staffpresentedaworkshopregardingtheissuanceofaRequestforProposals(REP)forengineeringanddesignservicesforaproposedSolarAwningProjectattheDistrict’smainofficebuilding.ThescopeoftheSolarAwningProjectistoinstallasolarawningalongthesouthfaceofthebuildingoverthesecondstorywindowswiththeoptionforadditionalsolarontheeastand/orwestbuildingfacesiffeasible.ThescopeoftheREPalsoincludesafeasabilitystudyandbudgetaryestimateforapossiblesolarcarportintheDistrictvehicleparkingarea.3.NEWINFORMATIONTheDistrictissuedaRequestforProposals(REP)forengineeringanddesignservicesfortheSolarAwningProjectonApril16,2019,andadvertisedintheSierraSun.ThedeadlineforreceivingsubmittalswasMay15,2019.Proposalswerereceivedfrom2firms.TheproposalswerereviewedbyacommitteeconsistingofstafffromtheElectricandConservationDepartments.Theproposalswerescoredbaseduponthefollowingcriteria:technicalapproach,staffqualifications,firmexperience,firmprojectreferences,andcost.Baseduponthereviewofthecommitteeandprojectreferences,theproposalfromSimplePowerSolarwasdeemedthemostadvantageous.OverallScoringFirm-RankSimplePowerSolar1Optony,Inc.2
4.FISCALIMPACTThecostproposalfromSimplePowerSolarforengineeringanddesignservicesis$14,790.AlthoughthisprojectwasnotincludedintheapprovedElectricDepartmentFY19budget,sufficientfundsexistintheElectricDepartmentGeneralFundtocoverthiscost.5.RECOMMENDATIONAuthorizetheGeneralManagertoexecuteacontractwithSimplePowerSolarforengineeringanddesignservicesfortheDistrictSolarAwningProject,inanamountof$14,790plusa10%changeorderauthorizationforatotalnottoexceedcontractamountof$16,270.JoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
