TheElectricUtilityDirectorhasoverallfunctionalmanagementoftheElectricUtilityandprovidesday-to-dayoversightoftheElectricUtility.TheDirectorutilizestheElectricOperationsManagerandElectricEngineeringManagerfordivisionoversight.TheElectricOperationsManageroverseesthedailyelectricutilityoperations,including;construction;maintenance;energycontrol;fleet;vegetationmanagement;andotherancillarydailyduties.TheElectricOperationsManagermaintainsfunctionalmanagementofassigneddivisionswithintheElectricUtilityandreportstotheElectricUtilityDirector.TheElectricEngineeringManageroverseesthedesign/engineeringtasksassociatedwithdistributionsystemmodificationanddevelopment/maintenanceofmaterialspecifications.TheElectricEngineeringManagermaintainsfunctionalmanagementovertheelectricengineeringrelatedtaskswithintheElectricUtilityandreportsdirectlytotheElectricUtilityDirector.Districtstaffhavethefollowingresponsibilitiesregardingfireprevention,responseandinvestigation:.Conductworkinamannerthatwillminimizepotentialfiredangers;.TakeallreasonableandpracticableactionstopreventandsuppressfiresresultingfromDistrictelectricfacilities;.CoordinatewithFederal,State,andLocalfiremanagementpersonneltoensurethatappropriatepreventativemeasuresareinplace;.Immediatelyreportfires,pursuanttospecifiedprocedures;.Takecorrectiveactionwhenobservingorhavingbeennotifiedthatfireprotectionmeasureshavenotbeenproperlyinstalledormaintained;.EnsurecompliancewithrelevantFederal,State,andindustrystandardrequirements;.Ensurethatwildfiredataisappropriatelycollected;and.Maintainadequatetrainingprogramsforallrelevantemployees.B.COORDINATIONWITHWATERUTILITIES/DEPARTMENTTheDistrictownsandoperatesaWaterUtilitywithinitsserviceterritory,providingretailservicetoapproximately13,000customers.Whenelectricoperationscould,or,areknowntoimpactthewaterutility,Districtelectricandwaterstaffwillcoordinatesoastomitigate,orwherepracticable,eliminateimpacttoelectricand/orwaterservicecontinuity.DistrictelectricstaffcollaboratesproactivelytonotifyDistrictwaterstaffofplannedoutagesandcommunicateasquicklyaspracticableduringemergencypoweroutagesthatimpactoneorbothenterprises.ThisemergencynotificationwillbeextendedtotheTruckeeFireDistrictandotheragenciesasneeded.C.COORDINATIONWITHCOMMUN1CATIONINFRASTRUCTUREPROVIDERSTruckeeDonnerPublicUtilityDistrictWildfireMitigationPlanVersion1.0May28,20197 TheDistrictmaydisableautomaticreclosingfunctionsatDistrictSubstationsduringextremeweather(non-REW)events.Anextremeweathereventisdefinedas:weatherphenomenathatareattheextremesofthehistoricaldistributionandarerareforaparticularplaceand/ortime,orespeciallysevereorunseasonalweather.Suchextremesinclude,butarenotlimitedtoseverethunderstorms;highwinds;heatwaves;severesnowstorms;icestorms;blizzards;orflooding.Otheroperationalfactorsmaybeconsideredwhenevaluatingtheappropriatenessofdisablingreclosers.REWEventsDuringREWevents,theDistrictwilldisableallautomaticreclosingfunctionforallAutomaticCircuitReclosers(ACR5orreclosers)onitssystem.ThisensurestherewillbenocircuitreclosingduringRFWconditions(i.e.one-shotoperation).J.DEENERGIZATIONTheDistrict,inconsultationwiththelocalTruckeeFireDistrictandwaterutilitystaff,hasevaluatedtheefficacyofaPublicSafetyPowerShutdown(PSPS).Majorconsiderationsincluded:theDistrictsheavy-loadingconstructionstandardswhicharehardenedtowithstandhighwind,snowloading,andiceformation;theoffsetbetweenwhentheDistrict’soverheadelectricdistributionsystemexperiencesitsmostsevereweatherthreats(i.e.severewinterstorm(s)andtheweatherconditionsduringred-flagwarnings(i.e.typicallyinlateSummer/Fallwithonlymoderateweatherthreats);andthepotentialnegativeimpactstofireresponse,watersupply,publicsafety,andemergencycommunicationsshouldafireoccurwhiletheDistrictdeenergizedaportionorallofitssystem.TheDistrict,duetoitslocationfrom6,000to8,500feetaltitude,experiencesseverewinterweatherincludingblizzardsandatmosphericrivers.Itisnotuncommonfortheseextremeweathereventstoinclude,inadditiontorain,now,andice,windsinexcessof100milesperhour.Forthesereasons,theDistrict’soverheadelectricsystemisbuilttoaheavy-loadingconstructionstandard.Inaddition,duringtheseextremewintereventsthewildfirethreatisminimized.Duringredflagwarningshowever,whichagainoccurinlateSummer/Fall,thewindsthataccompanytheseeventsaretypicallyafractionofwhattheDistrict’soverheadelectricdistributionsystemexperiencesinthewinterandwhatourpredominatelypineforestscanwithstand.Duringredflagwarnings,themostlikelycauseofwildfireignitionislightningstrikes,transportation,illegalfireworks,orrecreation.WhiletheDistrictiswillingtotakewhateverstepsarenecessarytoprotectourcommunityandthepublicthatweserve,therisksandpotentialconsequencesofinitiatingaPSPSaresignificantandextremelycomplex.Foremostconcernsinclude:potentiallossofwatersupplytofightwildfiresduetolossofproductionwellsandpumpingfacilities,negativeimpactstoemergencyresponseandpublicsafetyduetothehistoricdisruptionsinInternetandcellphoneserviceTruckeeDonnerPublicUtilityDistrictWildfireMitigationPlanVersion1.0May28,2019
