Home My WebLink About18 Workshop on Truckee Substation WorkAgendaItem#18TRUCKEEDONNERbIIcUtWORKSHOPTo:BoardofDirectorsFrom:SannaSchiosserDate:JuIyi7,2019Subject:WorkshoptoDiscussPlannedWorkatTruckeeSubstation1.WHYTHISMATTERISBEFORETHEBOARDThisWorkshopprovidestheBoardwithareviewofworktobeperformedatTruckeeSubstationthrough2020.2.HISTORYTheTruckeeSubstationwasconstructedinthemid1960’s,andislocatedat10209EastJibboomStreet.ThissiteisdirectlydownhillfromEastKaiserStreet,anddirectlyuphillfromTroutCreek.ThissubstationservestheDowntown,Gateway,OlympicHeights,andProsserneighborhoods.Throughtheyears,numerousimprovementshavebeenmadetothesubstationincludingreplacementofmajorequipmentsuchasreclosers,regulators,andtransformers.Currently,thisistheonlyDistrictsubstationwithoutacontrolhouseorcontainmentforoilfilledequipment.3.NEWINFORMATIONDistrictstaffhasidentifiedprojectstoimproveandmodernizeTruckeeSubstation.First,thetopographyofthissiteincludesasteepdownslopesouthtoTroutCreek.Thismakesoilcontainmentahighpriority,andthisneedhasbeenidentifiedinourFederallyrequiredSpillPreventionControlandCountermeasure(SPCC)Plan.Toaddressthespillcontainmentrequirement,staffrecommendsinstallationofacontainmentsystemaroundoilfilledequipment.IncoordinationwithTrisageEngineering,aconsultantfortheDistrict,staffhasidentifieddeficienciesinsubstationgroundsystemeffectiveness.Thegroundsystemisacriticalcomponentofpersonnelsafety.Thismattercanbeaddressedbyinstallingadditionalgroundrodsaroundtheperimeterfenceofthesubstation.ThissiteisdirectlydownhillfromEastKaiserStreet.Inrecentyearsthisroadhasseenheaviertrafficanditisfeasiblethatanerrantvehiclecouldveerintothesubstation.Thisisacatastrophicscenariowhichposesahighriskofinjuryordeathforvehicleoccupantsandasubstantialandlengthyoutageduetopossibledamagetostationequipment.Toaddressthisissue,staffrecommendstheinstallationofaguardrailalongEastKaiserStreet. Additionally,thissitecurrentlyseestheeffectsoferosionandinsufficientdrainage.Duringwetweather,thesiteexhibitswaterpoolingontheeastsideofthesubstationandsheetingofwateracrossthedriveway.Also,rocksregularlyrolldownhillintothesubstation.Thewaterpresentssafetyanderosionconcerns,andtheintrusionofrockspresentsamaintenanceissue.Theseissuescanbeaddressedwithdrainageimprovementsandslopestabilizationnorthofthesite.Finally,staffrecommendstheinstallationofacontrolhouse.Acontrolhouseprovidesashelteredenvironmentforcontrolequipmentandcansubstantiallyshortenoutages,particularlyduringinclementweather.ThisalsoenhancespersonnelsafetywhenoperatingsubstationequipmentandisconsistentwithDistrictpractices.Uponcompletionoftheseprojects,operationsatTruckeeSubstationwillbemoresafeandefficient.Duetolongleadtimesandshortconstructionseasons,staffrecommendspertormingimprovementsovertwoyears.Thecivilworkoutsideofthesubstationfenceisplannedfor2019withremainingworkplannedfor2020.Specifically,theproposedworkfor2019includesthefollowing:-InstallationofaguardrailalongEastKaiserStreet,forprotectionofthesubstationfromerrantvehicles;-Slopestabilizationnorthofthesubstation;-Installationofadditionalgroundrodsalongthenorthfencelinetoimprovethegroundgridperformance;-Drainageimprovementsalongthenorthsideofthesubstationfencetopreventwaterpoolingandsheetingacrossthesubstation;and-Thisworkisnecessarytopreparefortheproposed2020work.Theproposedworkfor2020includesthefollowing:-Installationofsecondaryspillcontainmentbasinaroundoilfilledequipment;-Purchaseandinstallationofacontrolhouse;and-Siteworknecessarytosupportthecontrolhouse.TheDistrictcurrentlyhasarequestforbidsoutfortheproposed2019work,withaproposedbidopeningdateofJuly29.ItisexpectedthatconsiderationofabidawardwillbepresentedtotheBoardattheAugust7,2019meeting.Theproposedworkfor2020,includingthespillcontainmentbasinandcontrolhouse,willbeincorporatedintotheproposedFY20budgetandwillbebroughtbackbeforetheBoardforfurtherconsideration.4.FISCALIMPACTTheestimatedconstructioncostsforFYi9andFY20are$300,000and$700,000,respectively.TherearesufficientfundsavailablefortheworkthatisplannedforFYi9intheBoardapprovedFY19BudgetasMasterPlanworkandtheremainingexpenseswillbeincludedintheproposedFY20andFY21Budget,beingcompiled. 5.RECOMMENDATIONProvideinputanddirectiontostall.frzJoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
