endaItem#8TRUCKEEDONNERPublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:JoeHorvathDate:July17,2019Subject:ConsiderationofSchedulingaPublicHearingRelatedtothePossibleAdoptionofanElectricAMIMeterOpt-OutProgram1.WHYTHISMATTERISBEFORETHEBOARDItistheBoard’spurviewtoscheduleaPublicHearing.2.HISTORYonApril3,2019,aworkshopwaspresentedtotheBoardtoreviewtheelectricAMImeterreplacementproject,includingadiscussionofapossibleopt-outprograminresponsetocustomerconcernsaboutradiofrequency(RE)transmissions.TheBoarddirectedstafftoanalyzeprogramscostsanddeveloptheprograminsufficientdetailtoprovidetheBoardwithaproposedprogramforreviewandpossibleapprovalatafuturemeeting.OnJune5,2019,aworkshopwaspresentedtotheBoardtoreviewtheproposedopt-outprogramandassociatedcosts.Insummary,staffproposedthefollowingfortheElectricAMIMeterOpt-OutProgram(Program):SetupandExitEee:$158MonthlyChargetoReadMeter:$30MeterCost:TheSetupandExitFeeincludesthecostofastandardresidentialtype200ampdigitalmeterwithoutaradio.Otherresidentialmetertypeswouldbeanadditionalcostbasedontheactualcostofthemeter.CustomerClass:TheProgramislimitedtoresidentialcustomersonly.Customerswhorentwouldneedtoobtainlandlordapprovaltoparticipate.Net-meteringaccountsandseasonalrentalsorleasesarespecificallyexcludedfromtheProgram.Enrollment:Customerscanenrollatanytimeduringtheyear.OnceenrolledintheProgram,theywillcontinuetobeenrolledunlessoneofthefollowingoccurs:thecustomerrequeststoexittheProgram;Districtpersonnelareunabletoreadthemetertwiceinany12monthperiod;changeinhomeownership;ortherentervacatestheproperty.Whenanyoftheseeventsoccur,anAMImeterwillbeinstalled. 3.NEWINFORMATIONInadditiontoconductingaPublicHearingattheSeptember4,2019Boardmeeting,staffwillpresentaproposedOrdinanceforBoardreviewandpossibleapproval.TheOrdinanceisrequiredtoimplementandmaketheOpt-outProgramavailabletoDistrictcustomers.TheadoptionoftheproposedOpt-OutProgramwouldbeaccordingtothefollowingschedule:April3,2019-WorkshopupdateontheelectricAMImeterreplacmentprojectanddiscussionofapossibleOpt-OutProgram;June5,2019-WorkshopontheproposedOpt-OutProgram;July17,2019-ConsiderationofSchedulingaPublicHearing(tonight);September4,2019-ConductaPublicHearing;September4,2019-PossibleApprovaloftheproposedOpt-OutProgram;andOctober4,2019-Opt-OutProgramOrdinancetakeseffect.IfapprovedbytheBoard,thenewprogramwouldbecomeeffective30daysafterapproval,onOctober4,2019.4.FISCALIMPACTThereisnofiscalimpactassociatedwithschedulingapublichearing.ThecosttomanuallyreadmetersshouldbebornebythosecustomerswhochoosetoparticipateintheOpt-OutProgram.Opt-outProgramcostsshouldbecostneutraltotheDistrictandnon-participatingcustomers,consistentwithpreviousBoardpolicy.ProposedcostsfortheOpt-OutProgram:SetupandExitFee:$158MonthlyChargetoReadMeter:$305.RECOMMENDATIONSetaPublicHearingfortheSeptember4,2019DistrictBoardmeetingat6:00p.m.orshortlythereafterforthepurposeofreceivingpubliccommentrelatedtothepossibleadoptionofanewElectricAMIMeterOpt-OutProgram.JoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
