Home My WebLink About7 GIS Upgrade and Professional ServicesAgendaItem#r7TRUCKEEDONNERPublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:MeganCampeDate:August07,2019Subject:ConsiderationofContractforFieldGISUpgradeandProfessionalServices1.WHYTHISMATTERISBEFORETHEBOARDBoardactionisrequiredforexpendituresinexcessof$15,000.2.HISTORYICTechnology,nowundertheownershipofSSPinnovations,LLC.,isamobileGeographicInformationSystem(GIS)softwaredevelopmentcompanybasedinCarlsbad,California.TheDistricthasworkedwiththiscompanyinthepasttodesign,develop,anddeploytheGISmobilesoftware(GO!SyncMapBook)whichhasbeenusedbyDistrictemployeesinthefieldforovertenyears.DistrictfieldcrewsusetheGO!SyncMapbooktocompleteanumberofvitalfieldoperations,including:.Assistingwatercrewsinlocatingandmaintainingundergroundfacilities;.Assistingelectriccrewsinlocatingandnavigatingtofielddevicesaspartofrestoringelectricaloutages;.Improvingresponsetimetocustomercallsbyeasilyandquicklylocatingfieldassetsandservicelocations;.AllowingfieldcrewstoeasilyinspectDistrictassetsasoutlinedbytheCaliforniaPublicUtilityCommission(CPUC)aspartoftheGeneralOrderinspectionrequirements;and.Coordinatingwithotherlocalagenciestodevelopandimprovewildfireresponseplansandinfrastructuredevelopmentplans.3.NEWINFORMATIONInthelasttenyearstherehavebeensignificanttechnologicalimprovementsinmobileGISsoftwareandhardwarethatwillhelpimproveoperationalefficiencyanddatasecurity.AcomprehensiveassessmentofthecurrentmobileGISsoftwarewascompletedandcompiledbyDistrictstafftoidentifyfunctionalrequirementsandcurrentgapsinourexistingGISmobilesoftware.Inanefforttoimproveinterdepartmentalcoordination, DistrictstaffalsoidentifiedtheneedforastreamlinedandimprovedprocessfortheCustomerServiceDepartmenttodispatchandreceiveServiceOrderTicketsforroutinecrewworkinthefield.Inadditiontooperationaladvantagesgained,upgradestoourmobileGISenvironmentwouldofferincreasedsecuritytoDistrictGlSdatabyallowingmorecontroloveruseraccesscredentials(individuallynamedusersforloggingintomobiledevicesandthemobileGlSsystem),anabilitytodeployamobiledevicemanagementsolutioninthefuture(allowingforremotewipingoflostorstolendevices),aswellasanupgradedserverenvironmentthatwouldbeeasiertomaintainandmonitorforpotentialsecuritythreatsfromunauthorizedusers.Withaneedsassessmentinhand,DistrictstaffreachedouttofourindustryleadersinMobileGIStechnologytocompleteanextensivereviewofavailablesoftwareofferingsanddataintegrationservices.FromthisreviewtheapplicationthatbestmeetsDistrictneedsisSSPInnovations’(TCTechnology)MIMSMobileLiteproduct,offeredfromourexistingmobileGISsoftwareprovider.SSPInnovationsisdeemedmostadvantageoustotheDistrictforthefollowingreasons:.SSPInnovations’product,MIMSMobileLite,meetsthemostrequirementsasidentifiedbystaff;.MIMSMobileLiteoperatesontheAppleiOSenvironment,providingthemosttechnologyofferings,theeasiestenvironmenttomaintain,thesimplestenvironmenttouse,andthemostsecuredenvironmenttooperate;.TheMIMSMobileLitesoftwaremostcloselyalignswithourcurrentmobileGISsoftwareconfigurationsandintegrations,resultinginasignificanttimeandcostsavingsfordeployment;.ThenewServiceOrdertoolswillrequireintegrationandcompatibilitywithexistingsoftwareproductsfromSSPInnovations(TOTechnology);and.SSPInnovations(TCTechnology)ownstheproprietarysourcecodefortheMobileGISSoftwareandServerIntegrationandistheonlyvendorthatcandeveloptherequiredintegrations.Forthesereasons,staffareproposingthisasasolesourceprocurement.StaffreviewedboththescopeandpriceoftheproposedworkwithSSPInnovations(TCTechnology),andareproposingsoftwareandintegrationservicesthatwouldbebeneficialformultipledepartmentswithintheDistrict.Theproposedupgradewouldalsoprovideanimproved,streamlinedprocessfordispatchingfieldcrewworkandreceivingcompletedticketsuponcompletionoffieldwork.Thecostproposedforthescopeofworkis$106,128.4.FISCALIMPACTThisprocurementisincludedintheBoardapprovedFYi9BudgetforITCapital. 5.RECOMMENDATIONAuthorizetheGeneralManagertoexecuteacontractwithSSPInnovations,LLC.(TCTechnology)foraFieldGISSoftwareUpgradeandProfessionalServicesAgreement,intheamountof$106,128plusa10%changeorderauthorizationof$10,600foranamountnottoexceed$116,728./‘zIanFitzgeraldMichaelD.HolleyInformationTechnologyDirectorI010GeneralManager
