AgendaItem#r8hRUCKEEDONNERjPublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:ShannaD.Kuhiemier,CMCDate:August07,2019Subject:ConsiderationofApprovingaContractwithFringeStudiosforAdministrativeRemodelProjectDesign______________1.WHYTHISMATTERISBEFORETHEBOARDBoardapprovalisrequiredforprocurementsandcontractsinexcessof$15,000.2.HISTORYTheDistrict’scurrentbuildingwasbuiltandcompletedinthemidtolate1980’swithstaffmovingintothefacilityinAugust1987.Untilrecently,upgradestotheoriginalbuildingwerelimitedtobasicmaintenance.InthelastcoupleofyearstheBoardhasapproved:.InformationTechnology/Accountingsectionhasbeenupdatedtoincludeadatacenter.ThisprojectworkhasbeencompletedmostlywithDistrictFacilitystaff;and.Lobbyremodelincluding;customerservice,newconstruction,downstairslobbybathrooms,securityupgrades,andAmericanswithDisabilityAct(ADA)compliance.Continuingtoupgradethecurrentbuildingisanecessityforoperations,energyefficiency,staffefficiency,andassetlongevity.3.NEWINFORMATIONTheupstairsWestwingofficesencompasstheWaterandElectricengineeringareas.Theproposedimprovementsinclude;newflooring,kitchenette,upstairsbathrooms,twoofficesfortheElectricUtilityDirectorandWaterUtilityDirector,andreconfigurationofcubiclesforstaffingneeds.UpgradeswilladdressADArequirementsandtechnology.Someupgradeshavebeenidentifiedandbudgetedfor.Theseitemsinclude:.ElevatorRehabilitationProject(approvedbytheBoard);.UpstairsWestwingremodel,kitchenettearea,andupstairsbathroomremodel(tonight);.Downstairsemployeebathroomsandflooring;.Boardroom;.Warehouselightingproject(thisyear);.Windowreplacementproject(tonight); .Exteriorpainting;.Solarawningproject;and.Parkinglotrehabilitation.StaffhasbudgetedfortheupstairsremodelintheFY19budgetandwillproposetheremainingitemsintheupcomingbudgetprocessforFY20&FY21.FringeStudioprovidedarchitecturalandengineeringservicesforthelobbyproject,withagreatoutcome.TheDistrictutilizedFringeStudioagainearlierthisyeartoprovidearchitecturedrawingsfortheupstairsremodel.However,itwasnotedthatincludingtherestroomsatthesametimewouldbeacostsavingsmeasurefortheconstructioncontract.Furthermore,toutilizeFringeStudiosforthewindowreplacementdesingprojectwouldalsosavetimeandcost.ThewindowreplacementprojectwillencompasscurrentTitle24requirementsandenergyefficientwindows.ThisprojectwillberequiredpriortotheSolarAwningProjectinstallationthattheElectricUtilityhasindesign.4.FISCALIMPACTTherearesufficientfundswithintheElectricGeneralFundforthedesignphaseofthisproject.5.RECOMMENDATIONAuthorizetheGeneralManagertoexecuteacontractwithFingeStudioinanamountof$34,850,plusa10%changeorderforanamountnottoexceed$38,335,fortheupstairsWestwingbuildingremodel,upstairsbathroomremodel,andwindowreplacementspecificationsanddesigns.ALAALO;;:DShannaD.Kuhlemier,CMCMichaelD.HolleyDistrictClerkGeneralManager
