HomeMy WebLinkAbout7 AMI Opt-Out Public HearingAgendaItem#7.TRUCKEEDONNERI,’PublicUtilityDistrictPUBLICHEARINGTo:BoardofDirectorsFrom:JoeHorvathDate:September04,2019Subject:ConductaPublicHearingRelatedtotheProposedElectricAMIMeterOpt-OutProgramandConsiderationofAdoptingOrdinance2019-04EstablishingtheProgramandFees1.WHYTHISMATTERISBEFORETHEBOARDItistheBoard’spurviewtoconductaPublicHearingandtoapproveDistrictordinances.2.HISTORYOnApril3,2019,aworkshopwaspresentedtotheBoardtoreviewtheElectricAMIMeterReplacementProject,includingadiscussionofapossibleopt-outprograminresponsetocustomerconcernsaboutRadioFrequency(RF)transmissions.TheBoarddirectedstafftoanalyzeprogramscostsanddeveloptheprograminsufficientdetailtoprovidetheBoardwithaproposedprogramforreviewandpossibleapprovalatafuturemeeting.OnJune5,2019,aWorkshopwaspresentedtotheBoardtoreviewtheproposedElectricAMIMeterOpt-OutProgram(Opt-OutProgram).OnJuly17,2019,theBoardscheduledaPublicHearingforSeptember4,2019toreceivepubliccommentandtoconsideradoptionoftheOpt-OutProgramandassociatedcostsviaOrdinance.Thepublicprocesshasproceededaccordingtothefollowingschedule:April3,2019-WorkshopupdateontheElectricAMIMeterReplacementProjectanddiscussionofapossibleOpt-OutProgram;June5,2019-WorkshopontheproposedOpt-OutProgram;July17,2019-ConsiderationofSchedulingaPublicHearing;September4,2019-ConductaPublicHearing;September4,2019-PossibleApprovaloftheproposedOpt-OutProgramviaOrdinance;andOctober4,2019-Opt-OutProgramOrdinancetakeseffect.3.NEWINFORMATIONPublicNoticeofthehearingtoconsiderthenewElectricAMIMeterOpt-OutProgramandFees,requirespublicationofanoticeinageneralcirculationnewspaperfortwo
I.successiveweeks,withatleastfivedaysbetweentherespectivepublicationdatesandatleast10dayspriortothepublichearing.ThefirstnoticewaspublishedintheSierraSunonAugust23rd,andthesecondnoticewaspublishedintheSierraSunonAugust30th.DistrictOrdinance2019-04forthenewElectricAMIMeterOpt-OutProgramandFeesisAttachment1.Insummary,staffproposesthefollowingfortheOpt-OutProgram:SetupandExitFee-$158;andMonthlyChargetoReadMeter-$30.MeterCost:TheSetupandExitFeeincludesthecostofastandardresidentialtypeForm25,Class200digitalmeter.Thecurrentcostofthismeteris$36includingtax.Thecostforotherresidentialmetertypes,suchasClass320orForm125networkmeters,willbebasedontheactualcostofthemeterplustax.ThereforethetotalSetupandExitFeeforotherresidentialmetertypeswillbebasedontheactualcostofthemeterplustax.CustomerClass:TheOpt-OutProgramislimitedtoresidentialcustomersonly.Customerswhorentwillneedtoobtainlandlordapprovaltoparticipate.Net-meteringaccountsandseasonalrentalsorleasesarespecificallyexcludedfromtheOpt-OutProgram.Enrollment:CustomerscanenrollintheOpt-OutProgramatanytimeduringtheyear.Onceenrolled,theywillcontinuetobeenrolledunlessoneofthefollowingoccurs:thecustomerrequeststoexittheOpt-OutProgram;Districtpersonnelareunabletoreadthemetertwiceinany12monthperiod(duetosnow/iceaccumulations,lockedgates,fences,dogs,otherobstructionsorimpedimentstoaccessorpersonnelsafety);changeinhomeownership;orthecustomer-rentervacatestheproperty.Whenanyoftheseeventsoccur,thecustomerwillexittheOpt-OutProgramandanAMImeterwillbeinstalledattheexpenseoftheDistrict.Applicationrequirements,billingcycleplacement,issuesrelatedtodeterminingifDistrictpersonnelareunabletoreadameter,andotherproceduralandadministrativedetailsareproposedforreviewandapprovalbytheGeneralManager.Feeswillbereviewedandreevaluatedperiodically,oras-needed,againsttheactualcoststoprovidetheservice.AnyrecommendedfeeadjustmentsupordownwillbebroughttotheBoardforreviewandconsideration.4.FISCALIMPACTThereisnofiscalimpactassociatedwithholdingapublichearing.ThecosttomanuallyreadmetersshouldbebornebythosecustomerswhochoosetoparticipateintheOpt-OutProgram.Opt-OutProgramcostsshouldbecostneutraltotheDistrictandnon-participatingcustomers,consistentwithpreviousBoardpolicy.ProposedcostsfortheOpt-OutProgram:SetupandExitFee-$158;andMonthlyChargetoReadMeter-$30.
