Home My WebLink About10 Purchase of a Replacement Snow Blower for ElectricAgendaItem#10TRUCKEEDONNERPublicUtilityDistrictACTIONTo:BoardofDirectorsFrom:StephenMooreDate:October16,2019Subject:ConsiderationofPurchasingaSnowBlowerfortheElectricDepartment____1.WHYTHISMATTERISBEFORETHEBOARDBoardauthorizationisrequiredforprocurementsinexcessof$15,000.2.HISTORYIn2001,TheDistrictpurchasedaTracklesssnowblower(Unit580).TheTracklesssnowbloweristhemainequipmentusedtoclearsnowfromDistrictElectricSubstations.ThisequipmentisveryimportantasitiscompactenoughtoreachtightareaswithinaSubstationandpreventtheexcessbuildupofsnowwhichcouldimpactElectricDistributionSystemreliability.3.NEWINFORMATIONTheTracklesssnowblowerisinpoorconditionafter19yearsofuseandrequiresfrequentrepairstokeepitoperational.Inadditon,theserepairsareneededduringthestormseasonleavingourSubstationsopentovulnerablitiesduetoexcesssnowbuildup.Unit580isattheendofitsusefullifeandisinneedofreplacement.StaffhasinvestigatedseveralequipmentreplacementoptionsandhasdeterminedthemostusefulequipmentfortheElectricDepartmentoperationsisaMultihogMX12OvehiclewithaPronovostPGS-800snowblower.Sourcewell,formelyNationalJointPurchasingAlliance,competitvelybidequipmentfromAlpineSmith,Inc.ofSouthLakeTahoe,CA,andothervendorsthroughacompetitivebidprocess.Section3.08.060oftheDistrictCode(JointPurchasingwiththeStateofCaliforniaandotherpublicagencies)permitstheDistricttotakeadvantageofotheragenciescompetitiveprocurementprocesses.AlpineSmith,Inc.isaqualifiedSourcewellvendor,andtheirbidisconsistentwiththeDistrictCoderequirements.StaffreceivedacostproposalfromAplineSmithInc.foraMultihogMXY2OandPronovostPGS-800snowblower.Thecostoftheequipmentis$156,341.76plustaxandfees.Thispriceincludesatradeinvalueof$18,500fortheUnit580,Tracklesssnowblower.ThistradeinvalueisgreaterthenthepricewewouldexpecttoreceiveatauctionwhichisfinanciallyadvantagoustotheDistrict.TheproposedequipmentiscurrentlyavailableinSouthLakeTahoe.4.FISCALIMPACTUnit580isscheduledforreplacementin2020.TheDistricthasdeterminedthatthis equipmentisunreliableandunsafetooperate.SufficientfundsexistintheElectricVehicleReserveFundforthispurchase.5.RECOMMENDATiON1.DeclaretheexistingTracklessMT5snowblowerwithsweepingattachment(Unit580)surplusandauthorizetheGeneralManagertoacceptthetradeinofferof$18,500fromAlpineSmith,Inc.2.AuthorizetheGeneralManagertoexecuteacontractwithAlpineSmith,Inc.ofSouthLakeTahoe,CA,forthepurchaseofaMultihogMXY2Osnowblowerinanamountof$156,341.67,plusa10%changeorderauthorizationforatotalnottoexceedamountof171,975,plustaxandfees.frzJoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
